With reference to the above drawings, a tape holder is shown at 11 'asbeing formed with a central boss 12 upon which a roll of adhesive tape, such as illustrated at 13, is received. The holder 11 is providedwith a peripheral wall 14'having an opening15 through which the end 16 of the adhesive tape is adapted to pass in order that the tape may be withdrawn from the holderand dispensed when and asdesired. Except for the opening 15, the tape holding cavity is completely closed. As a result, 'the "cavity may besealedto protect the "contents by the applicationkofa small piece of tape over the opening. The holder '11 isformed with sides 17 having extensions 18 between which'a bridge or other connecting member 19 is formed. Theextensions18 include therebetween a downwardly sloping shelf 20 having, at 21, a snubbing surface that is formedadjacent the opening 15. This surface isfixed with" respect to the "holder and, as will be seen inFig. 1; isaadpted'to be "engaged by the adhesive side "of the tape 16.

The bridge 19 is formed with a confining flange 28 in order that the pivoted member 23 maybe secured-pivotally in the position illustrated in Figs. 1 to 3 and in such fashion that it maypartake of a limitedtamount ofrocking or pivotal motion without permitting the dislodgement of the member.
Upon the. outerportion of the member 23, a V-shaped cutting element29is formed, the point or notch 30.of
which Ielementis located intermediate the sides of the tape and in such fashion that it will penetrate. the tape between the sides thereof, as illustrated in Figs. Sand 5.
It will be seenthat the. cutting element 29.is partially embedded within the material of the pivo't'ed. member 23 and, in orderthat thepiercing of the tape may be 'facilitated, the side portions 31 of the pivoted member 23 are cut away or tapered, as illustrated in Figs. 5 and 6. Ifdesired, the edge "of the cutting element 29 may be chamfered in either direction, for example as illustrated at 32, in order to improve its cutting properties.
inusing the apparatus hereinabove described,- it may be found desirable to start the application of the tape by pressing the free end 22 thereof against the desired surface. In oider to facilitate this operation, the side walls or plates 18 are cut away as indicated at 33, in this fashion permitting a finger of the operator to be inserted upon the tape in order that the free end may be pressed down and held against a desired surface upon the initiation of the application of tape to the surface. When a sufiicient quantity of the tape has been applied and it is desired to sever the length of applied tape from the tape upon the roll 13, the holder 11 is turned in a clockwise direction as viewed in Figs. 1 and 3 and until the cutting member 29 engages the tape as illustrated in Fig. 3. Alternatively, if the holder is used in a supporting structure and thus in a relatively fixed position, the tape is moved in a counter-clockwise direction, as viewed in Fig. 1. When the tape engages the cutting member, the pivoted or movable member 23 is rocked in a counter-clockwise direction, as illustrated in Figs. 1 to 3, and the presser foot 25 is caused to press the tape against the snubbing surface 21, as illustrated in Fig. 3. In this fashion, the tape is snubbed or held against continued feeding from the holder, and further application of pressure to the holder causes the point 30 to penetrate the tape and the completion of the cut is thus made with facility. The greater the force applied through the holder, the greater will be the snubbing action, and thus the tape is automati cally held or snubbed in the desired position with respect to the holder.
In manufacturing the snubber and related movable member, it is prefered to form the same by molding operations of plastic material now common in the art. The cutting member 29 is formed as a continuous element, as illustrated in Fig. 8, and is secured to the movable elements 23 in properly spaced relation to form a gang of cutting and snubbing elements which may later be separated along the regions indicated by the dot-and-dash line in Fig. 8. The extending ends may be upset or bent into any desired position, or may be severed from the body of the cutter.
Where the device is intended to be used upon relatively wide tapes or fibrous tape or tape formed of materials imparting great strength and toughness to it, the cutting element may be formed to present the sides of the V to the edges of the tape rather than to present the point 30 to the intermediate region of the tape. This is illustrated in Figs. 9 and 10 wherein the tape material 22 is illustrated as being presented to the reentrant portions of a corrugated V-shaped cutting member 34. The cutting edge of the V-shaped member may be chamfered and the V-shaped corrugated member is partly embedded within the holder 23 so that, upon turning of the holder 11, as illustrated in Fig. 3, the sides of the tape 35 are first presented to the corrugated cutter 34 (as illustrated in Fig. 9) whereupon these side edges are dragged or pulled across and down the edges of the cutter 34 to cause the tape to be cut effectively. As a result, twisting of the tape or holder is not required and the cut is formed symmetrically from the edges of the tape inwardly to the central plane thereof. In order that the material of the supporting member 23 may not interfere with this form of cutting operation, the member 23 is cut away in a generally V-shaped notch, as illustrated at 36 in Figs. 9 and 10.
While the pin 27 is shown located adjacent the cutter blade, it will be apparent that the position with respect to the cutter blade 29 and presser pad 25 may be varied. Spacing of the pin a greater distance from the cutter than that illustrated in the drawings would provide a greater snubbing force when, for example, the cutter blade becomes dull. Moreover, inasmuch as the tape is withdrawn from the roll without necessarily moving over any guidesurface, the drag on the tape is reduced to zero or to a minimal amount.
I claim:
1. A tape dispensing and cutting device comprising a frame having spaced side plates, means on said side plates for engaging and supporting a roll of tape for rotation, said plates having an interposed portion extending around a portion of the periphery of said roll and having a gap therebetween through which tape is withdrawn from said roll, an extension on said side plates to one side of said gap a pivot member mounted in said extension outwardly of the gap and to one side of the path of the tape being withdrawn through the gap, a snubbing surface on said frame adjacent to said gap and extending between said side plates, a snubbing and cutting member pivotally mounted on said pivot member for rocking movement thereon, said snubbing and cutting member having an inner end adjacent to said snubbing surface and on the opposite side of said tape from said snubbing surface, said snubbing and cutting member having an outer end on the opposite side of said pivot member from said snubbing surface and out of the path of said tape being withdrawn from said roll, a cutting element fixed to said outer end and engageable with the tape upon deflection of the latter laterally, said cutting element being a narrow V-shaped metal strip having an apex edge extending transversely of said strip and one longitudinal edge sharpened and lying in a plane to which said apex edge is substantially perpendicular, said plane of said sharpened edge being disposed substantially perpendicular to the tape approaching it from said gap, said inner end of said snubbing and cutting member being movable into engagement with said tape for pressing it against said snubbing surface upon engagement of said tape with said cutting element.
2. A tape dispensing and cutting device comprising a frame having spaced side plates, means on said side plates for engaging and supporting a roll of tape for rotation, said plates having an interposed portion extending around a portion of the periphery of said roll and having a gap thcrebetween through which tape is withdrawn from said roll, an extension on said side plates to one side of said gap, a pivot member mounted in said extension outwardly of the gap and to one side of the path of the tape being withdrawn through the gap, a snubbing surface on said frame adjacent to said gap and extending between said side plates, a snubbing and cutting member pivotally mounted on said pivot member for rocking movement thereon, said snubbing and cutting member being normally out of the path of said tape and having an inner end adjacent to said snubbing surface and on the opposite side of said tape from said snubbing surface, said snubbing and cutting member having an outer end on the opposite side of said pivot member from said snubbing surface and out of the path of said tape being withdrawn from said roll, a cutting element fixed to said outer end and engageable with the tape upon deflection of the latter laterally, said inner end of said snubbing and cutting member being movable into engagement with said tape for pressing it against said snubbing surface upon engagement of said tape with said cutting element.
