I attain these objects by the mechanism illustrated in the ac companying drawings, in which- Figures 1, 3, and 5l are plans of dil'erent forms of my invention, and Figs. 2, 4, and -6 are views showing the inner structure of the device.

In Fig. 6, I show one form of pad. In the other gures the'pad, sponge, or other mate` rial areomitted 4for clearness, as they are not -being to eHect, by compression, action on the liquid in the reservoir L, whereby said liquid is forced .through the tube F onto the face of the pad. y
The tube F may be arranged in various ways. There `may be 'but one tube, as shown in Figs.l and 2 and 5 and 6, and this tube may be placed at theV side next the side well, as
shown in these figures, or at any other part.
It may come up over the top of the pad, sponge, or other material, as in Figs. 1 and 2, or run into the same, as shown in Fig. 6; or there may be four tubes, as shown in Fig. '3; or there may be any greater or less number, as may be found desirable.
Y rlhe operation of the apparatus is as follows, viz: The reservoir Lis lled with water, ink, or other liquid through the side well, E, first taking ofi' the cap or cover K, the liquid running into the reservoir through the openf ing G.' Then, the cap or cover K being replaced, the reservoir L- and side well, E, are air-tight, and a pressure with the fingers upon the bottom D or iiexible diaphragm (l, as the case may be, causes thel liquid to rise up through the tube F and be thrown into or upon the pad, sponge, or other material in the space H. When the pad, sponge, or other material is saturated tolthe proper amount, the same is ready for use in mostening the lingers with Water for counting bank-bills, softening the gum or mucilage on envelopes and stamps, inking hand-stamps, dies, or other use, as the case may be. V
When constructed as in Figs. 1 and 2 and Figs.l3 and 4. theliquid may be forced through the tube F upon the sponge or other material, without removing the device from the desk or table, by simply pressing-with the iingers upon the center of the top of the pad, sponge, or other material in the space H. Either of these forms I deem preferable when the apparatus is to be used for purposes not similar to inking hand-stamps, for the constant blows or pressure of the stamp would throw too much ink upon the pad.
