In a dispensing device of the type wherein a roll of paper is rotatably supported, a casing having bearings for the roll of paper and provided with a hinged topor front wall, and a bottom wall; said top or front wall not meeting the edge of the bottom wall thereby to form an opening or mouth for the web of paper on the roll; a pair of similarly curved elongated members, one carried by the hinged front wall and the other by the edge of the bottom wall, said members constituting opposed guides for the paper web and having opposed curved surfaces over which the paper is drawn as it enters between the same, and the front edges of the members being bent toward each other and spaced and formed with opposed serrated edges so that the web may be torn thereacross by an angular movement either in an upward or downward direction.
