My invention relatesto that class of stand ards which usually are formed of metal pipe, and which are used for hand rails or the like, and which are anchored into solid bases of concrete, stone or the like.
Heretofore it has been the common and standard practice to permanently anchor these standards in the solid base by first forming in the solid base a relatively large hole to receive the standard and then a number or small holes drilled in the cement or stone sur- A rounding the large holes and bolts mounted in these small holes and projecting through a flange surrounding the standard, the standard and bolts being cemented into the solid base. Said method of anchoring standards has been objectionable becausethe time required for drilling five holes in the solid base is considerable and makes the operation very ex ensive.
urthermore it is very diflicult to drill these small holes surrounding thelarge hole without breaking the solid material between, and
finally-such installation was objectionable in that when the: concrete surrounding the standard set and hardened it usually contracted away from the standard and water entered this space and caused rapid rusting of the' lower end of the standard.
The object of my invention is to providean apparatus for this purpose of simple, and inexpensive construction, and which when installed will prevent water from entering between the standard and the concrete, and at 7 the same time firmly and immovably hold the standard in position.
A further object is to provide an improved method for installin standards, which method may be very quialrly and easily practiced by unskilled workmen at a very substantial saving in the time of the operator and cost of installation.
My invention consists in the construction of the anchoring device, and in the method by which the anchoring device is installed, as
hereinafter more fully set forth, pointed out in my claims, and illustrated in the accompanying drawings, in which Figure 1 shows a vertical, central, sectional view illustrating the lower end of a standard and my improvedanchoring device applied thereto as in use; and Y I Figu'reQ shows a transversesectional view on the line 22 of Figure 1.

I have used the numeral 10 to indicate a" standard of ordinary construction, which is preferably made of hollow pipe, and slidingly mounted upon the standard is a flange 11 At the upper end of the flange there is a recess designed to receive lead caulking 12. V The bottom of the flangeprojects outwardly and downwardly and is designedto rest upona surface of the solid-base in which the standard is mounted. e
Intermediate the upper vand'lower ends of the flange there is an internally screw threaded portion 13 of adiameter considerably larger than the diameter of the standard.
The anchoring sleeve, indicated generally '70 by the reference numeral 14, comprises a piece of metal pipe of a diameter considerably l larger than that of the standard, and this sleeve is screw threaded at its outer end at 15 to coact with the screw threaded portion 13of'the flange. The solid base, which may be concrete, stone or the like, is indicated generally by the numeral 16, and the large round opening is formed therein to receive the standard. I also preferably provide a washer so 17 of yielding materiahsuch as fiber or the like, to enter between the lower end ofthe flange and the top of the solid base.
My improved method of installing standards in solid bases is as follows: I
