Around three sides oil the cover plate, I provide flanges 5 having weakening indentations therein as at 6. These flanges are adapted to hug the hack plate as will he hereinafter described.

Where the license number appears on the band 15, I may provide the casing plates with an additional offset portion as at 22 which will contain another sphere seal 23. An extra; strap 24 also bearing the license number, lies in recess 25. In this way when the car is sold, the plates may be separated by cutting the strap, changing the certificate and then replacing the parts and locking the same with the spare strap which will bear the same license number.
Obviously the band or strap 15 may be threaded through the container 1n the reverse manner as above described if; this is found to be more convenient.
I claim:
1. In combination, front and back cover plates, a certificate and a glass held between said plates, an offset portion beneath said back plate, locking means located in said offset portion and between the back plate, and the certificate and inaccessible from outside the device, and a metal element threaded back and forth through plates, glass and certificate, the ends of said element being secured in said locking means.
2. The device of claim 1, with an additional offset portion in said back plate adapted to receive a. reserve locking means and metal elen'ient.
