This cord guide is provided at its end With a guide eye 17 through which extends a cord 18 for use in tying the neck 9 of the balloon. The cord guide a sois provided with a slit 19 into which one end of the Ycord may be caught as shown in Figs. 1 and 3.

` The operator may hold the pump in one i hand and may grasp the cord With the other hand and Wind it around the neck of the balloon, the end of the cord being held meanwhile in the notch 19 and the finger `or arm 15 retaining the cord in position to lWrap properly around the-,balloon neck.
" After the cord vis thus Wound around the neck and the lattervis closed tight the end of the cord may be detached from the slot 19 and dethreaded from the eye 17 and then tied so as to permanently close the neck of the balloon.
`It is sometimes desirable to fill these toy balloons with some gas other than air and to facilitate this operation I have shoivn the inlet 2 as formed at its end Witha connect-k ing member 2O Which is adapted to be slipped over the end of a pipe leading to some source of gas supply. When the pump has Vthus been connected to such a pipe then it may be operated as above described for lilling the balloon.
While I have described herein the pump as used for lilling balloons yet Ivdesire to state that the invention is equally applicable yfor filling other containers and, therefore,
do not Wish to be limited to any particular use.. 1
I also desire to state again that While the bulb 1 forms a convenient eXpansible and contractible chamber yet the invention is not limitedto the use of a bulb as any suitable chamber Which will expand and contract may be used.
I claim: 1. A device for inllating toy balloons, said device including a conduit through which gas is delivered to the balloon,said
conduit having a connection at its discharge end to which the balloon is connected, and a cord-guiding arm at said discharge end and adapted to hold the cord in position to be Wound around the neck of the balloon when the latter is filled.
2. A device for infiating toy balloons, said device including a conduit through which y gas is delivered to the balloon,va connection at the discharge end ofthe conduit to which the ballon is secured and a cord-Guiding arm pivoted to said connection and adapted to..
hold a cord in position to be Wrapped around the neck of the balloonvvhenr the latter is with, a conduit through which gas is deliv-v ered to the balloons, a connection at the dis-r charge end ofthe conduit adaptedto have a balloon securedI thereto and provided with means 'for holding the end of a cord'vvhich is tozbe Wrapped around the neck of the balloon after it is filled.
