these parmay provide for similar provision von'the back of the title f sheet, as shown in Fig. 3. Similarly, where annual car licenses are issued independently of the certificate of title, entries of the license numbers from year to year may be provided for. By this method, the application for license will be greatly simplified, as it would only be necessary to ask for license for a car as entered in abstract of a given number. An economy in paper and clerical work would thereby be effected. When issuing a new license under this arrangement, the license is made out from the data in the abstract, and operation of a numbering machine stamp will be all that is required to indicate on the abstract that a license has been obtained for the current year, and show its number.
In the use of the devices, the issuance of the certificate may be provided by law, or regulation by the proper authorities, requiring the presentation of a. bill of sale, conditional or otherwise, to secure the issuance of the certificate, and this evidence may be required to be accompanied by an application blank having the essential data.
When the necessary evidence and data are presented to the recording and issuing authority, one of the certificate sheets is taken, to be laid with its upper part in registry with a section 11 of the recording book. The serial number 18 which will lie at the outer edge of the page is moistened on the back and pasted down upon the face vof the book page with the sheet correctly alined with the page. rIhis secures upon the page suliiciently to prevent its casual disturbance while the necessary entries are being made. A carbon sheet is then inserted between the two, and the certificate filled out, the record being accomplished by the same operation. VJhen the certificate is filled out, its removal will leave the number 18 adhering to the page, and the entry thereon will thus be automatically numbered to coincide with the number of the certificate, obviating liability oferror in entering data of a certificate of one niunber upon blanks having a different number in the record. This work may readily be accomplished by the use of book typewriters. By requiring notice of all mortgages or other transactions aecting title, these may be entered on the abstract and on the certificate so that a complete showing of title may be effected at all times.
This arrangement permits the printing and making up of a book having only the sheets containing the essential permanent ab stract data to be kept in the record, while the certificates may be printed separately and kept stacked in the order of the numbers 18, ordered from the top downward, and using these in their order, the entries on the record book will be numbered likewise, and only as the certificates are issued.
Any certificates which may be lost or stolen from the record office before being duly filled in, will not have corresponding numbers in the record, and missing numbers may be reported to the police for apprehension of persons presenting them. The mere existence of a certificate without corre spending number in the record will ordinarily be evidence of fraud.
This method will also be an aid in police work, generally, as, when it is desired to hold a given person who is a motorist, on telegraphic order, the giving of his certificate number will be a ready means of identifying him. What is claimed is l. In a device of the character described, in combination a record book page having appropriately designated spaces for the entry of certain data, a certificatesheet having similar blanks adapted to be alined with those of the page, and having a detachable numbered partv coated with adhesive connected to the sheet body by marginal weakened material and arranged to be detached in a predetermined form by separation of the certificate from the page to which it is attached thereby.
