To all whom it may concern:
Be it known that I, CLARENCE E. WISE, a citizen of the United States, residing at Washington, District of Columbia, have invented certain new and useful Improvements in Implements for Fastening and Sealing Binder Elements Around Receptacles, of which the following is a specification.
This invention relates to a hand implement, especially designed for use in applying a binder element such as metallic tape, wire, cord, rope and like material around bales, packing boxes, packages and other receptacles, and includes novel means for securely fastening and sealing the ends of said binder element when its ends have been drawn toward each other tightly together.
The prime object of my invention is to provide novel, simple, economical, durable and thoroughly eiiicient means, to be utilized for the purpose of applying a binding and strengthening element around a box or like receptacle, securely fastening and sealing said element, and firmly holding the element in its taut and stretched condition until it is fastened and sealed around the receptacle.
Another object of the invention is to furnish a portable hand implement for applyin a binder element to various types of ba es, boxes and receptacles which can be easily and quickly operated, and rapidly released from its operative position.
Another object of this invention is to so construct my improved hand-implement that it will retain its proper position when placed upon a box or similar receptacle, and the binder element may be readily and quickly adjusted at one side of the implement to its required position between the gripping member, so that its opposite ends when drawn toward each other to a suiiicient de gree of tightness may be readily and securely fastened and, sealed around the re ceptacle.
A further object of the invention is to provide in a single implement novel means for gripping, stretching, tightening, and securely fastening, sealing and severing a binding element, including means for retaining the binding element in its taut, stretched and tightened condition after the operating handle is released.
The implement embodying this invention can be carried readily from receptacle to receptacle and the latter perfectly and quickly supplied with the binding element wherever they may happen to be located.
The foregoing and such other objects as may appear from the ensuing description are accomplished by construction, combination, location and arrangement of parts hereinafter more fully described, illustrated in the accompanying drawings and particularly pointed out in the claims appended hereto, it being understood that -slight changes in the precise form, proportions, and minor details of the construction may be resorted to without departing from the spirit or sacrificing any of the advantages of the-invention.
In the accompanying drawings which form a part of this specification it will be seen that Figure 1 is a side elevation of the novel implement embodying my invention, showing the said implement supported on a box or receptacle in the act of gripping a binder element drawing its opposite ends toward each other and holding said elementin a stretched and tightened condition.

In carr ing out this invention as illustrated, re erence now bein had to Figs. 1 and 2 of the drawings, A lndicates the upright frame, having an integral base member 1, adapted to rest on a box or receptacle B, shown as broken away with a binder element C surrounding said box or receptacle in aposition it is caused to assume, when the two ends have been drawn toward each other, and it is ready for the secure fastening and sealing of its ends.
F ixedly secured in any suitable manner to the upright frame is a shaft 2, upon which is loosely supported a driven gear wheel 3, and a drum 4, and loosely hung on said shaft between said gear wheel and drum is a gripping member, or clamp 5, provided with an elongated opening 6, which surrounds the shaft and with a circular opening 7 for the reception of a stationary or fixed pin 8 carried by the gear wheel 3, for fixedly securing the clamp to the gear wheel 3, said gripping member having at its lower end portion a weighted lateral extension 9, provided witha serrated or roughened upper surface 10, adapted to grip and clamp the binder element between said surface and the eriphery of the drum, when the gear wheel is caused to move in the direction of the arrow Fig. 1, as will be readily understood. Supported near the upper end of the frame is a revolving shaft 11, to which is suitably secured at its outer end a driving gear wheel 12, which engages with and is adapted to impart a rotary movement to the gear wheel 3 by turning the handle 13 which is fixedly secured to the shaft 11, said handle having fixedly secured thereto a ratchet wheel 14, which is engaged by a pawl 15, suitably secured to the upper portion of the frame. Projecting rearward from the upper portion of the frame is an extension 15, having an opening therethrough for the reception of a rod 16, which is bent or curved outward at 17 and extending downward to a point near the base of the frame terminating in a right angle extension 18, to the outerend of which is pivotally secured one end of a severing or shearing knife 19, the other end of said knife being fixedly secured to a projection formed integral with the frame and at the base portion thereof.
To the upper portion of the rod 16 is fixedly secured a suitable knob or. handle portion 20, said rod being surrounded between the knob and the extension 15, with a coiled spring 21, which rests in contact therewith, and is adapted to return the knife to its normal position after the severing operation has been performed, and extending upward from the frame is a stop 16 serving to limit the downward movement of the rod 16 and knife 19.

and washer 31', is a binder element sealing or compressing member 36, the upper end of each member 36 normally resting in contact with the cross-bar 27, as shown in Fig. 3, so that when the plates or bars are in the closed position beneath the overlapping ends of the binder element and the seal, by properly operating the handle 25 the said bar 27 and sealing or compressing members are forced downward and caused to assume the position shown by full lines in Fig. 3, and thereby fasten, seal and crimp the sealing member to the overlapped ends of the binder element. As shown by dotted lines in Fig. 3, each compressing member 36, is provided on its outer face with an extension adapted to slide up and down within a vertical slot formed centrally through each of the plates or bars 26, and when the compressing members are forced downwardly by the operation of the handle, they are caused to resume their normal upward position by the expansions of the coiled springs 27, shown by dotted lines, Fig. 3, which are fitted in and carried by the plates or bars 26, and each member 36 is provided at its bottom with a plurality of ribs or extensions 28, shown by dotted lines, Fig. 1, adapted to form a plurality of transverse crimps across the seal or tie, and the overlapped fastened ends of the binding element, while the upper face of the terminal portions 34 of the plates or bars 26, are each provided with a plurality of recesses 29' which register directly beneath said ribs or extensions 28- to permit the crimping operation.
' By reference to Figs. 6 to 11 inclusive, will be seen my novel construction of tie or seal for securely tying and sealing the ends of the binder element together, Fig. 6, showing a seal or. tie having a base portion 37 provided with two transverse slots 38 and 39 formed therethrough, and an upright portion 40, at each side thereof extending its entire length, each upright portion be ing slitted at 41 from the upper end to. its base. Fig. 6, also shows the first step in securing the binder element around a receptacle, one end of said element being passed downward through the slot 38, be neath the base of the seal or tie, thence upward through slot 39 and beneath the lower face'of the binder, said end terminating on the upper face of the base of the seal near oneend thereof; one end of the seal with =the end of the binder element secured thereto is then placed against the edge of base member 1 of the frame, as shown in Fig. 1, and the binder element passed around the box or other receptacle over the base of the seal between its upright walls and over the upper surface of that end the binder element which is secured to the seal or tie. thence it is passed over the base 1 and between the lower peripheral portion of the transversely the shaft, and me drum 4 and the roughened gripping surface 10 of the clamp 5, the handle 13 is then turned in the proper direction, which imparts an initial rotary movement to the gear wheel 3, in the direction of the arrow shown in Fig. 1, said movement causing the clamp which is connected to said gear wheel to be lifted into contact with the peripheral surface of the drum thereby tightly clamping the binder element between the gripping surface of the clamp and the periphery of the drum, when by imparting further rotary movement to the gear wheel and-drum the binder element is stretched and tightened around the receptacle to a suitable degree, and the fastening and sealing mechanism is then swung down into the position shown by full lines in Fig. 1, the operating lever 32 'is then swung downward into the position shown by full lines'in Fig. 3, thereby closing the mechanism around the ends of the seal or tie and binder element, thus causing the seal to assume the partly closed position, as shown in Fig. 8, when by proper operation ofthe handle 25, the compression members are forced downward thereby compressing and crimping the seal or tie around the overlapped ends of the binder element in the manner shown in F ig. 9, which leaves each of the upright portions 42 of the seal or tie in its vertical position, as shown by dotted lines in Fig. 1, and resting within the recess formed in each of the compression members 36, then by exerting suflicient downward pressure on the knob or handle 20. the binder element is readily severed a suflicient distance from the tie or seal to prevent its severed end to be turned back over the sealor tie to a point substantially as shown in Figs. 10 and 11, when the fastening and sealing device is swung out of the way, and the upright portions 42 of the seal or tie are then hammered or driven down in any suitable or desirable manner by a hammer or other 4 suitable tool, over the terminal end portion of the binder element, as shown in Fig. 10. when the implement may be readily removed to another receptacle for the purpose of applying, fastening and sealing a binder element thereto.

An implement of the character described, comprising an upright frame havmg an integral base member, a shaft fixedly secured to the frame, a gear wheel loosely supported on said shaft, a drum loosely supported on the shaft, a gripping clamp loosely supported on the shaft between said drum and gear, said clamp having an extended roughened gripping surface at its lower end, and means carried by the frame for imparting movement to said gear, drum and clamp.

An implement of the character described, comprising an upright frame provided with an integral base member, a sta tionary shaft secured to the frame, a gear wheel loosely supported on said shaft, a drum loosely supported in the shaft, a gripping clamp loosely supported on the shaft between said drum and gear, said clamp having an extended weighted gripping surface at its lower end and connected to the gear at its upper end, and means carried by the frame for imparting movement to said gear, drum and clamp.

An implement of the character described, comprising an upright frame having an integral base member, a stationary shaft secured to the frame, a gear wheel loosely supported on the shaft, a drum loosely supported on said shaft, a 'ipping clamp loosely supported on the s aft be: tween the gear and drum and connected with said gear, a severing device carried by V the frame adjacent to said drum, and means carried by the frame for imparting movement to said gear, drum and clamp.
8. An implement of the character described, comprising an upright frame having a base member, a stationary shaft secured to the frame, a gear wheel loosely supported on the shaft, a drum loosely supported on said shaft, a gripping clamp loosely suspended from the shaft between said drum and gear and connected to the gear, and fastening and sealing means pivotally secured to the upright frame.

An implement of the character described, comprising an "upright frame having a base member, a stationary shaft secured to the frame, a gear wheel loosely supported on the shaft, a drum loosely supported on said shaft, a gripping clamp loosely suspended from the shaft between .said drum and gear and connected to the gear by a fixed pin carried by the gear, fastening and sealingmeans pivotally secured to the upright frame, and means carried by the frame for im arting movement to said gear, drum and 0 amp.

An implement of the character described, comprising anupright' frame having an integral base member, a stationary shaft secured to the frame, a gear Wheel loosely supported on the shaft, a drum loosely supported on said shaft, a gripping clamp loosely suspended on the-shaft by an elongated opening formed therethrough and connected to said gear by a fixed pin carried by the gear, and fastening and sealing means pivotally secured to the upright frame adapted to be swung into and out of its operative position.

An implement of the character described, comprising an upright frame having an integral base member, and fastening and sealing means pivotally secured to the upright frame, said means consisting of a top member, a swinging plate or bar pivotally secured to each side of said top member, and a compressing member slidably secured to the inner face of each swinging plate.

An implement of the character described comprising an upright frame provided with an integral base member, fastening and sealing means pivotally secured to said frame, said means consisting of a top member carrying a screw-threaded shaft, a swinging plate pivotally secured to each side of the top member, a compressing member slidably securedto the inner face of each swinging plate, and a cross bar adapted to contact with the upper end of each compressing member.

An implement of the character described comprising an upright frame provided with an integral base member, fastening and sealing means pivotally secured at one side of the frame, said means consisting of a top member carrying ascrew threaded shaft provided with a handle, a swinging plate pivotally secured to each side of the top member, a slidable compressing member secured to and carried by each of said, plates, means for securing each compressing member to the plates, and a cross bar adapted to contact with the upper end of each compressing member.

An implement of the character described, including fastening and sealing means consisting of a top member provided with a screw-threaded shaft extending centrally therethrough, said shaft having a handle fitted to its upper end, a swinging plate pivotally secured to each side of the top member, a slidable compressing member secured to the inner face of each plate, each compressing member having a plurality of crimping ribs formed at its bottom, and a cross bar passing through an opening in each of said'platesadapted to contact with the up er end of each compressing member.
15. n implement of the character described, including fastening and sealing means consisting of a top member, a swing ing plate pivotally secured to each side of the top member, a slidable compressing member secured to the inner face of each plate, means for forcing the slidable members downward, and means for returning the compressing members to their normal position.
16. An implement of the character described, including fastening and sealingmeans consisting of a top member, a swinging plate pivotally secured to each side of the top member, a bar passing through each of said plates, means for centrally securing.
said bar, a slidable compressing member secured to and carried by each plate, means for causing the downward movement of each compressing member, and means for returnswinging plate pivotally secured to each side of said member, a slidable compressing member secured to the inner face of each plate, each having a plurality of crimping ribs formed on the bottom of each compressing member, means for imparting a downward movement of each compressing member, and means for returning the compressing members to their normal position.
18. An implement of the character described, including fastening and sealing means consisting of a top member provided centrally with a screw-threaded shaft, a swinging plate pivotally secured to each side of said member, each plate having a plurality of recesses formed in its lower terminal portion, a slidable compressing member secured to the inner face of each plate having a plurality of crimping ribs formed on the bottom thereof, means for imparting a downward movement to each compressing member, and means for returning the compressing members to their normal position.
19. An implement of the character described, including fastening and sealing means consisting of a top member, a swinging plate pivotally secured to each side of said members, means for closing said plates together, means for forcing the plates apart, a slidable compressin member carried by each plate, means for orcing each compressing member downward, and means for returning the compressing members to their normal position.
