Referring to the accompanying drawings: by numerals, it will be seen that the frame comprises an inner side section 1 and an outer side section 2. These side sections 1 and 2 are held in spaced relation by means of the straps 3 which have feet 4 extending from their inner ends so as to permit the intended to carry .a disk or anyl other oper.-

It will also be noted that the outer section 2 of the frame is provided with a strap 24 carried thereon and spaced therefrom, as shown in Figs, 1 and 2, so as to 'permit the lever 25 to be pivotally mounted thereon.` 100 This lever is provided with a pawl 26 which engages the ratchet 10, and this ratchet 10 is provided with spaced teeth as shown clearly in Fig. 1. -A coil spring 27 is connected to the forward end of this lever 25 and is also connected to the shaft of the spring 11. Asa consequence, the pawl 26 is normally held in engagement with the gear f 16. This lever is also provided withy a lug 28' formed thireon for purposes to be hereinafter set forth. Y
.Adjacent the opposite end of. the frame there is carried a shaft 29 having a spring 30 vkeyed thereto in any suitable manner, this Spring'30 being Wound by the key 31 carrled upon the outer end of the shaft 29. This spring 30 has the large gear 32 fastened thereto; gear 32 meshes with the pinion 33.
