The strip may be fed and coated or mois tened inthe following manner :-F irst the .device is grasped with one hand by the handle formed by the casing 38 and the tank 22 in such a manner that the thumb may be pressed downwardly on the feed roll 42 and at the same time be moved'so as to rotate said feed roll in the direction ofthe" arrow shown in Fig. 3. Normally the spring plate 46 forces the portion of the strip which is above the moistening roll 26 away from said moisteningroll, but by the pressure of: the thumb on the feed roll 42 theaction of the spring is overcome and said portion of the strip is forced down upon said moistening roll. By rotating said feed rollashereinbe-I fore indicated the strip is forced to move outwardly by the frictional contact between said roll and said. strip which causes the moistening roll 25 to-rotate and said moistening roll is suitably knurled sothat a sufficient amount-ofinoisture is taken from the moistening pad 30 and carried by the lmurled surface of said moistening roll to moisten the under surface of said 'strip. In an article of the character described the combination of a strip container, a tank .fixed to said strip container, a casing pivoted on said strip container, said tank and casing of suitable shape to serve as a handle, with means adapted to convey moisture from said tank to a strip fed from said strip container.

In an article of the character described, the combination, of an elongated tank adapted to receive a liquid,'means on the top .of said tank for supporting a strip, means atthe forward, end of said tank forconveying mpisture from said tank to the said strip, means above said tank for supporting a feed roller adapted to be rotated to feed the said strip. over said moistemng means, said supporting means adapted to be swung away from said tank on a pivot at the rear thereof, and said supporting means and said'tan'k coiiperating to form a handle to operate the article. i
