MOT'J. A. RUSSELL, 0F ATLANTA, GEORGIA.
POLICE-NIPPERS.
Specification of Letters Patent.
PatentedNov. 3, 1914.
Application filed June 23, 1914. Serial No. 846,896.
To all whom it may concern:
Be it known that I, More: A. RUSSELL, a
citizen of the United States, residing at Atlanta, in the county of Fulton and State of Georgia, have invented new and useful Improvements in Po1ice-Nippers, of which the following is a specification.
This invention relates to police nippers; and it has for its primary object the provision of a device of this character which will consist of companion gripping elements that may be set at the time of emergency, so as to permit of their being connected with the wrist of the person expeditiously and without requiring the ofiicer to employ both hands.
Another object of the invention is the provision of a device of this character having companion gripping members and means for rendering the members active to a proper gripping of the wrist during the operation of applying the device to the wrist.
Another object of the invention is the provision of a device of this character in which the gripping members thereof may be quickly opened by an authorized person and which under ordinary conditions will be protected against being opened by the one upon which the device is connected.
With these and other objects in View, the invention consists of certain novel features of construction, combination and arrangement of parts, as will be hereinafter described and claimed.
In the accompanyin drawings :Figure 1 is a side view of the nippers, showing the gripping members thereof in closed positions; Fig. 2 is a longitudinal section therethrough; Fig. 3 is a similar view, showing the gripping members released.
The device comprises a stock 1 provided with an eye 2 at one end and a head 3 at its other end. In the eye 2 is connected a hand engaging loo or strap a which may be grasped by t e one having custody of the person on whose wrist the device is connected. The head 2 is preferably bifurcated at 5, 5 and pivoted in said bifurcated portion as at 6 are arcuate gripping members 7, 7 one of which being provided at its free end with a fixed hook 8, which is adapted to enter the passage 9 in the free end of the other member and to engage with a yieldable keeper 10. The member carrying the keeperlO is provided with a recess 11 in which a suitable key or the like may be extended and made to engage against the keeper 10 so as to release the latter from the hook 8. Around the pivot of each of the members7, 7 is mounted a spring 12, and under the action of the same the hook end or one of the members is adapted to engage against the keeper of the other member.
In order to expedite the operation of connecting the device with the wrist of the person the members 7, 7 are provided with substantially circular heads 13 having keeper notches 14, which are adapted to be engaged by the ends 15 of pivoted dogs 16 carried by the head 3 of the stock 1. The tails 17 are superposed relatively and they preferably straddle a longitudinally adjustable rod 18, the latter being accommodated in a longitudinal passage 19 formed in the stock. Embracing the rod 18 is a spring 20, the upper end of which having engagement against the tail portions of the dogs 16and under the action of the spring the said portions 15 of the dog are adapted to be held engaged in the notches 14 and as a consequence thereof the members 7, 7 of the 1 device will be held in opened positions and against the action of the springs 12. The
ends of the said members 7 are then disposed in such relation to each other that the wrist of the person may be readily passed between the members 7, 7. In order that the said members 7, 7 may be automatically released from the ends 15 of the pivoted dogs 10, I provide the said sliding rod 19 with a substantially arcuate head 21, which is located directly. between the members 7, 7 and, at such point therebetween that it will be positively brought to bear against the wrist during the operation of applying the device. The head is provided with a portion which is adapted to engage against the tail portions of the dogs 16 and to thereby release the dogs from the notches 14: and then ermit the member 7-7 to move into active gripping positions with the wrist.
The head 3 of the stock 1 is provided with a. slot 23 which traverses the passage 19 and which accommodates a nut 24. This nut adj ustably receives a corresponding portion 25 of the sliding rod. The slot 23 has a depth exceeding the thickness of the nut 24.- so that the movement of the rods will not be interfered with when pressure of the wrist is brought to bear against the head 21. Any adjustment of the head 21 against the wrist can be obtained by simply adjusting the nut 2 1 as will be understood. The rod 18 is normally held in an adjusted position in its the notch-es 1A of said members 7, 7, and the latter will be drawn to closed positions around the wrist and the hook of one member will be instantly connected with the keeper of the other member and both members 7, T of the device will be securely made to embrace the wrist. By inserting a small tool or key or even the finger nail in the recess 11, the yieldable keeper may be quickly disconnected from the hook 8 and the members 7, 7 are then free for relative swinging movements to inactive or released positions.
I claim:
1.. A device of the character described comprising a stock, pivoted wrist gripping members mounted thereon, means for moving the members to closed positions, locking means for the members, a longitudinally adjustable member carried by the stock and extending between the jaws, and means for 1 adjusting said member.
2. A device of the class described, comprising a stock, pivoted jaws thereon, means for moving the jaws to closed positions, loclring means for the jaws, a longitudinally adjustable member carried by the stock and extending between the jaws, and means for adj usting said member.
A device of the class described, comprising a stock, pivoted. jaws thereommeans for moving the jaws to closed positions, locking means. for the jaws, a longitudinally adjustable member carried by the stock and extending between the jaws, and means for adjusting said member, and means for holding the jaws in opened positions.
A device of the class described comprising a stock, pivoted j awsv thereon, means for moving the jaws to closed positions, locking means for the jaws, a longitudinally adjustable member carried by the stock and extending between the jaws, means for ad justing said member, and means for hold" ing the jaws in opened positions, said hold ing means being disposed in the path of the longitudinally adjustable member so as to engage therewith and release the same from the jaws.
In testimony whereof I afliX my signature in presence of two witnesses.
