The outer swinging end of the member A is provided with a fixed fastening member o which rojccts beyond thc outer end of this member, such projecting portion being formed with an aperture n". The free or swinging end of the member B is formed with a struck-up projection b, which is adapted to engage the aperture a", there being snllicient spring in the device to permit such engagement, or after such enagenient. to permit a disconnection of ineinier a* from the projection b.

Tn order to hold the plate in place lsnugly around the pipe, a yielding spring I) is se-` cured to one nt' the members and projects into the interior opening a portion b" of ,the metal being struck up so as to forin a @projection to which the spring T) niay be, secured. One of the members is provided with a struck-up projection a on its under side. which may be driven into the lloor or ceiling and so prevent turning ot' the plate on thc pipe.
