A hair conditioning shampoo comprising an aqueous dispersion of a water-insoluble lipid phase, an anionic hair-cleansing surfactant and at least one hair conditioning, film-forming, polycationic polymer soluble in the aqueous disper-sion and 0-6% by weight, based on the weight of the shampoo, of a water-insoluble, non-volatile hair conditioning silicone, the water-insoluble lipid phase comprising at least one lipid-soluble, emulsifiable, monocationic, quaternary ammonium com-pound or amine solubilized in a water-insoluble long chain lipid compound, the weight ratio of moncationic compound to the lipid compound in the lipid phase being in the range of from about 5:1 to about 1:10 and the molar ratio of anionic surfactant to water-insoluble cationic compound is greater than 2:1 The shampoo having no silicone possesses a high degree of style control properties.
