This invention relates to a kind of surface layer manufacturing method of a sleeve barrel and a sleeve barrel top tool, comprising process steps of preparing material, sleeving and packaging, and forming, in which the hollow heat-shrinkable plastic material, such as OPS, PE, etc. is trimmed according to the dimension required for sleeving and packaging. This invention provides the surface layer manufacturing method of the sleeve barrel and the sleeve barrel top tool, which needs no electroplating treatment, is beneficial to the environment, non-toxic, and low in cost and results in aesthetic quality.
