Claims (33)

1. The method for accounting for access-controlled data and/or programs that are unidirectionally broadcast and encrypted by the transmitter (30) of the broadcast and which are received by at least one receiving device (10), in which the encrypted broadcast data and programs are decrypted in this receiving device (10) for access to the access-controlled data and/or programs by the user of this receiving device (10), if the received access conditions information for the access-controlled data and/or programs corresponds to the user authorization information, in which an access request for access to the access-controlled data and/or programs is sent from the receiving device (10) to a central unit (20) in which at least part of the access request information is identified by the user on the basis of the received access conditions information, this central unit (20) sends at least part of the authorization information to the receiving device (10) in accordance with the sent access request information. The method under claim 11 in which the accounting records and/or information are stored in a data memory unit which is integrated into a circuit board chip which can be removed from this receiving device (10). 13. Any of the methods under Claims 1 through 12 in which these programs shall include digital video and/or audio signals. 14. Any of the methods under claims 1 through 13, in which this receiving device (10) shall consist of a mobile radio device which communicates with the central unit (20) on the mobile radio network (50). 15. Any of the methods under claims 1 through 14, in which the monetary value is stored in the data memory of the receiving device (10), shall determine the cost of accessing the data and/or the access-control program in this receiving device (10) on the basis of the data cost, the access conditions of the receiving device, and the decryption of the data and/or the access-control program shall be prevented in this receiving device (10) if the determined cost is greater than the monetary value of the stored data, and the cost of accessing the data and/or the access-control program shall be deducted from the monetary value of the stored data. 16. The method pursuant to claim 15 whereby the data memory for storing this monetary value shall be a removable and refillable circuit board chip. 17. A communication system consisting of at least one transmitter (51) of the broadcasting signal shall unidirectionally broadcast the data and/or program, and at least one receiver (10) with a receiver (103) of the broadcasting signal for receiving the data and/or program of the broadcasting signal. The communication system under either claim 22 or 23 shall, whereby the clearing information sent from the receiving device (10) to the central unit (20) shall consist of records which are available to the user prior to this transmission. 25. Any communication system under claims 17 to 29 where this receiving device (10) contains a data memory where the monetary value is stored, this receiving device (10) contains a cost recording module which determines the cost of accessing this data and/or access-controlled program on the basis of the access conditions received. This receiving module (10) contains a means of blocking decryption in this receiving device (10) of the data and/or access-controlled program if the determined cost is greater than the monetary value of the stored data, and it establishes the cost recording module in such a way that it deducts the cost of accessing this unencrypted data and/or access-controlled program from the monetary value of the stored data. 31. A communications system under claim 30 where such data memory for storing this monetary value shall be a removable and reusable printed circuit board. 32.
