The formulation consists of an active ingredient, a selectable carrier or solvent for the active ingredient, an emulsifier, and a volatile retarder. It is characterized by the following formulation (formula), where L ≤ 15, A = 700376, B = -1.51, C = 0.8472, M oil is the average relative molar mass of the oil phase, M retarder is the average relative molar mass of the retarder, and (formula) where Y is the molar solubility ratio of the formulation, defined as the minimum number of moles of the oil phase that would dissolve the retarder divided by the number of moles of the retarder under the condition that, in the above formula, any solvent without a liquid phase at 27°C at atmospheric pressure is excluded. The evaporation inhibitor is C16-20 alkanol, 1-hexadekylamen, 1-heptadekylamen, or 1-octadekylamen.
