A conditioning agent that provides a superior dry-feeling and significantly oilier finish to treated hair, which can be easily removed with shampoo. It is primarily composed by weight of a tripartite mixture of 0.5% to 15% polyvinylpyrrolixone/vinyl asinate (PVP/VA) copolymer, replacing traditional lipid-based materials, with a PVP/VA weight ratio varying from 70:30 to 30:70, and 0.1% to 10% hydrophilic ionic quaternary ammonium salt. This corresponds to the following formula (chemical formula), where R and R1 are both alkyl radicals with 1-3 carbon atoms, R2 is a polyoxyalkylene radical substituted with [CH2CH)R4)O]nH or callylene O[CH2CH(R4)O]nH, where R4 is an alkyl radical with 1-2 carbon atoms, n equals 3 to 60 and accylene has no more than 3 carbon atoms, X is a low-order alkyl or alkenyl radical with 1 to 4 carbon atoms or an alkaryl radical with 7 to 9 carbon atoms, and A is an anion chosen from a group consisting of chlorine, bromine, hydroxyl, sulfate, methionine or ethosulfate, nitrate, phosphate, acetate, formate and sulfonate; the weight ratio of the quaternary salt. The aforementioned copolymers are in the range of 1:5 to 20:1 and 0.1% to 4% of water-soluble non-ionic cellulose polymers in 71% to 99.3% of aqueous media, and the pH of such mixtures is in the range of 3 to 6.
