The invention relates to shipbuilding, in particular, to ship thermal desalination facilities and devices for controlling the operation of these installations. A device for controlling the operation of a thermal desalination plant is known, which comprises a flow meter installed on a distillate pipe. The installation is also reduced by instrumentation to measure the parameters of the working media P. The closest to the invention to the technical essence is a device for controlling the operation of the thermal desalination plant, containing a flow meter installed on the pipeline of the distillate, and a control panel. The flow meter contains a signaling device, the output of which is connected to the control panel. The installation is also equipped with monitoring and measuring graphs for measuring the parameters of working media f2}. During operation of the thermal desalination plant, the device monitors the flow rate of the distillate and, thus, the plant capacity and signals a decrease in the plant capacity to the limit value. The disadvantage of this device is that it uses to control the installation only information about the decline in performance of the installation. However, a decrease in plant performance can occur both in the event of failure and deterioration of its technical condition (for example, due to scale formation on the heat transfer surfaces of the condenser and preheater, decrease in vacuum due to leakage of the casing or decrease cooling water consumption, etc.) 1 and within permissible limits during normal operation of the installation (for example, when the operator reduces the feedwater flow for the operation of the installation at a partial capacity and others). The inability to accurately and timely diagnose the technical condition of the installation reduces its reliability. The purpose of the invention is to increase the reliability of the installation. The goal is achieved by the fact that the device is additionally equipped with a flow meter installed on the heat carrier pipe, a dividing unit, the inputs of which are connected to the outlets of the flow meters, a setting device and a comparison unit, the inputs of which are connected to the inputs of the setting device and the division unit, and the output with the control panel. The drawing shows a functional block diagram of the proposed device. The device contains a flow meter 1 of the distillate and a flow meter 2 of the heat transfer medium, a dividing unit 3 connected by its inputs to the outputs of the flow meters 1 and 2, a setting device C, a comparison unit 5 and a control panel 6. The unit 5 is connected by its inputs with the outputs of the 3-dividing unit and the setting unit, and the output is connected to the input of the control panel 6. As an example, the device is presented as part of a single-stage adiabatic desalination plant consisting of an evaporation chamber 7, an integrated condenser 8 and a distillate collector 9, preheater 10 with water regulator AND temperature, pumps 12-1, respectively, distillation, brine and source water (feed), ejector 15 for evaporating the air-steam mixture, the mechanisms and apparatus included in the installation pipelines 16 of the source water, 17 brine, 18 recycling of brine, 19 distillation with a flow meter installed on it 1.20 heat carrier with a flow meter installed on it 2, 21 steam-air mixture suction. . The device works as follows. In an adiabatic desalination plant, the source water is pumped by a feed pump AND through conduit 16 through a condenser 8. A vacuum in the evaporator chamber 7 creates an ejector 15 that sucks the vapor from the housing through the conduit 21. In the condenser 8, the desalinated source water is heated by transferring heat to the condensing vapors. The source water then passes through a preheater 10, in which it is heated by a coolant. The controller 11 maintains a constant value of the source water temperature at the inlet to the evaporator housing. The water after the preheater is overheated with respect to the saturation temperature corresponding to the reduction in chamber 7. As a result of overheating, the initial water in chamber 7 boils and some of it evaporates, and the remaining part, brine cooled to saturation temperature, is pumped out through the pipeline 17 with a brine pump 13. A portion of the brine through line 18, if necessary, returns to the cycle to maintain the desired value of the source water temperature at the inlet to the condenser 8, and the rest of the brine is discharged. The water vapor is condensed in the condenser 8, the distillate flows into the collector 9 and is pumped out of it by the pump 12 through the pipeline 19. The distillate consumption (plant capacity) is measured by the flow meter 1, the signal of which goes to one Vi3 of the inputs of the division 3, to the second input of which enters the signal of the flow meter 2 measuring the flow of the coolant. Proceeding from the conditions determined by the thermal balance of the installation on the sides of the heat supply and removal, the operation of the installation under normal conditions is characterized by a certain ratio of the flow rate of the heat carrier and the distillate. If the installation malfunctions (for example, when the vacuum is lowered - in chamber 7 due to a leakage of the chamber, malfunction of the ejector) or when its technical condition deteriorates (for example, when scaling on the heat transfer surfaces of the preheater or condenser), the ratio of flow rate of heat carrier and distillate changes This and, accordingly, the output signal of the division unit 3, which depends on it, in unit 5 of comparison, this signal is compared with the exponential reference signal of the setter. The magnitude of the output signal of unit 5 of comparison allows you to judge the technical condition of the installation, the possible installation, the possible duration of its further work until it reaches
