Изобретение позволяет упростить регламентные работы при эксплуатации тормозов высокоскоростного железнодорожного транспорта путем обеспечения осмотра тормозных накладок без снятия тормоза с рамы тележки. Для этого, отсоединив тяги параллелограммного подвеса башмаков, можно сдвинуть башмаки с диска, развернув в смотровую канаву клещевой механизм на соответствующей оси предлагаемого, в частности двухстепенного шарнира. Не нужно отключать электро- и пневмокоммуникации, а отсоединение и подсоединение тяг не требует специального инструмента.
