Цель изобретения - расширение функциональных возможностей за счет обеспечения его функционирования при произвольном расположении вала в пространстве и обеспечения возможности регулирования времени выхода маховика на номинальный режим работы. Маховик с переменным моментом инерции содержит камеру, заполненную электрореологической жидкостью, вал и регулируемый источник напряжения. При вращении вала во вращательное движение приходит и электрореологическая жидкость, вместе с которой начинает вращение и камера. При этом скорость выхода маховика на номинальный режим работы определяется степенью затвердевания жидкости, т.е. током, проходящим через электрореологическую жидкость.
