Users are aware of the increasing amount of advertising material appearing on the Internet. As a rule, it is presented in the form of banners displayed on the PC screen when the user visits the pages of various sites. However, the effectiveness of such advertising is reduced in proportion to the increase in its quantity, since this form of advertising has certain disadvantages. Firstly, with an increase in the number of banners placed on a site page, the attractiveness of such pages to the user decreases, which results in a decrease in page traffic and, consequently, a drop in the number of ad impressions. Secondly, the user's attention is focused on the content of the page of the site, and the banner displayed in the context of the page is an inconspicuous, distracting and unattractive object. Thirdly, using browser settings or special programs, users can block the display of banners when visiting the pages of any site or make them “invisible”. In this regard, there is a need for an effective form of advertising.

There is a well-known advertisement presented on the computer screen in the form of multimedia animation, "Shoshkele". multimedia content that is viewed by the user over a computer network in which the user's computer is a client using an application program in an operating system with a graphical user interface, while the specified multimedia content is received from the computer of the content provider functioning as a content server, and to the network also connected to a computer controlled by a source of media and acting as a server for monitoring objects, the specified method includes the following steps: transmitting content to the client from the content server, and a tag having communication with the object control server is placed in the specified content and transmitting control signals to the client from the object control server after the client is connected to it, and these signals reproduce the multimedia animated content on the client’s computer screen an object representing a changing image that appears in the specified content in an obsessive and unpredictable form for the user; moreover, the control signals are determined by what executable code is available on the user's computer.

A disadvantage of the known system is the fact that when embedding an advertising message in a multimedia material, the user's attention is focused on the content of this multimedia material, and the banner displayed in the context of multimedia material is an inconspicuous, distracting and unattractive object. In addition, in direct proportion to the increase in advertising that is embedded in multimedia material, the attractiveness of the latter decreases.

A known system in which advertising is presented on a PC screen before a user downloads files from a server, for example www.rapidshare.com. The disadvantage of such a system is the increase in the time that the user needs to receive the requested data.

Also known is a system selected as the closest analogue in which advertising is displayed on a PC screen when executing various programs installed by the user on his PC. The disadvantage of this form of advertising is the inability to quickly update the content of the advertisement, the inability to account for the number of impressions of the advertisement, the inability to manage the content of the advertisement depending on the geographical location of the user (see http://www.ci.ru/inform09_04/р_22_1.htm).

The technical task is to provide the advertiser with a simple and effective technical tool - a tool for displaying information and advertising materials on the network.
