Кавитационно-вихревой теплогенератор состоит из корпуса 1 с подводящими 2 и отводящими 3 патрубками, в котором установлены статор, состоящий из двух кольцевых перфорированных сквозными отверстиями дисков 4 и два соосных ротора 5, установленные между дисками статора с зазором относительно друг друга и дисков статора, смонтированные на независимых валах 6, имеющих самостоятельные независимые приводы и вращающиеся в противоположные стороны. Каждый из роторов 5 выполнен в виде ступенчатого диска с утолщенной центральной частью 7 и утонченной периферийной частью 8. При этом кольцевые диски статора установлены в корпусе коаксиально относительно выступов центральных частей 7 роторов. На внешней плоскости центральной части 7 диска ротора смонтированы радиально направленные лопасти 9, закрытые кольцевой пластиной 10, образуя вихревой насос. При этом наружный диаметр кольцевой пластины 10 равен диаметру утолщенной центральной части ротора, а внутренний диаметр выполнен больше диаметра приводного вала, образуя входной проем 11 насоса-завихрителя.
