The disadvantage of this method is the high cost of equipment for reading information from the card, eliminating the possibility of using this method by individual sellers in street retail and market trading, as well as by small entrepreneurs in providing services to the population.

A known method of registering sales, in which data on sales is recorded on a tangible medium by printing receipts and in fiscal memory. This data, as well as the identification data of sellers in the nodes interacting with the registration center, is encoded and sent via telecommunication channels to the registration center, and in the registration center this data is received via the telecommunication channel, decoded, recorded and stored in a database (RF Patent No. 2171495 MKI G 07 F 17/60, publ. 01/27/2001, prototype).

The main disadvantage of this method is the high cost of cash receipts when dispensing goods directly to peripheral trading places. Printing receipts at a trading terminal does not provide the possibility of using the known method for accounting for trading revenue individually by sellers in retail and market trading, as well as small entrepreneurs in providing field services to the population. This is due to the specific conditions of those types of trade and services, where due to the relatively small trade turnover of individual sellers of goods and services, as well as occasionally arising severe climatic conditions (direct exposure to rain, dust or snow) it is difficult to use printing devices that record sales data on tangible media (e.g. cash registers).

The technical task of the present invention is to increase the completeness of accounting for the proceeds of sellers of small retail and market trade, as well as small entrepreneurs in the provision of services to the population.

The problem is solved by the fact that the authorized service emits sets of tear-off numbered checks of fixed value denominations for use as a material carrier of sales data. On each of the checks in the manufacture, the identification data of the registration center is given, in the database of which their numbers are recorded.

Sellers purchase sets of receipts in quantities determined by the expected sales volume in the registration nodes. When selling sets of checks in these registration nodes, the identification data of the sellers acquiring these checks, their passwords and the numbers of the checks they purchased are recorded. The recorded data is encoded and sent via a telecommunication channel to the registration center.

In the registration center, this data is received via a telecommunication channel, decoded, a comparison is made of the received numbers and check numbers of emitted sets recorded in the database and, if they match, they are recorded in the database, together with the identification data of the registered sellers and their passwords.

Prior to commencement of trading operations and as the checks are spent, sellers establish communication sessions with the registration center via a password-protected communication channel and activate the required number of purchased tear-off numbered checks, for which they send messages containing sequences of numbers of activated checks to the registration center for each set, starting from the minimum non-activated number.

The registration center receives the message transmitted by the seller and the password recorded in the database, compares the received numbers and the numbers of checks registered with the seller with the corresponding identification data.

If these numbers coincide, their activation is recorded in the database according to the identification data of the registered sellers and the activated numbers are fixed in the fiscal memory of the registration center together with the identification data of the seller.

At each sale of goods, sellers redeem numbered checks for the total value of the goods sequentially according to the order of their numbering, tearing them off the set, while maintaining the integrity of the set of remaining checks up to the check with the last number attached to the spine of the set, and transfer the canceled checks for the amount of the purchase to the buyer together with the goods.

In the registration center, this data is received via a telecommunication channel, decoded, recorded in a database.

To implement the proposed method, a registration center 1 is used with a database 2, software implemented as a block of the base memory of the disk subsystem of the server of this center, and fiscal memory 3. When sales are registered for use as a material carrier of sales data authorized by the fiscal authorities of a service, for example, a regional or municipal tax inspectorate, sets of 10 and 11 tear-off numbered checks of 13 and 15 fixed value denominations are issued.

The seller purchases sets of numbered receipts 10 and 11 at the registration node 5 (located on the market, in the trade zone, communication department, utility payment office, Sberbank branch, etc.) The number of purchased checks is determined by the expected sales volume (approximately corresponding to the expected the amount of banknotes received during sales, taking into account a certain stock).

When selling sets of 10 and 11 of checks 13 and 15, the registration node 5 records the identification data of the seller who purchases them (for example, TIN, address, company name or surname of the individual entrepreneur and other data provided for by the norms in force at the time of sale), his password and the numbers of the acquired they have checks 13 and 15. Since money is not transferred when activated via telephone channels, their protection is necessary only to prevent deliberate interruptions in the accounting of sales by third parties. Therefore, the requirements for cryptographic security of the communication channel are relatively low and can be ensured at the level of automatically determining the phone number of the seller or, in extreme cases, indicating the password when establishing communication.

In the registration center 1, the message transmitted by the seller and the received password is received, the numbers of the checks 12 and 13 received on the seller are compared with his identification data (recorded in the database fields corresponding to the seller).

In case of coincidence of these numbers, their activation is recorded in database 2 according to the identification data of the registered seller and the activated numbers of checks 12 and 13 are recorded in the fiscal memory 3 of the registration center together with the identification data of the seller.

At each sale of goods, the seller redeems tear-off numbered checks 12 and 13, selecting them by the quantity and denominations in the amount of the cost of the goods or service. To do this, he sequentially, according to the numbering order, tears checks 12 from set 10, while maintaining the integrity of set 10 with the remaining checks up to check 12 with the last number attached to spine 14. Similarly, depending on the purchase price, sequentially, respectively in order of numbering, detaches checks 13 from set 11, while maintaining the integrity of set 11 with the remaining checks up to check 13 with the last number stapled with spine 15. Checks 12 and 13, not delivered within the time specified by the adopted standards of the interval after they are received by the seller, are automatically redeemed.

The numbers of canceled checks 12 and 13, taking into account their denominations, are the basis for taxation of registered sales, since the total value recorded on them exactly corresponds to the sales volume of the seller who activated them.

The inventive method provides the ability to comply with generally accepted principles of the organization of trade. This is achieved by the fact that the fiscal memory device 3 performs, together with the released sets of redeemable numbered checks 10 and 11, the function of a virtual cash register machine, in which the recording of sales data for each seller on tangible media is automatically carried out by redeeming activated checks 10 and 11 detached from the set.

The presence of the issue number on the canceled checks 12 and 13 allows the buyer, if necessary, to request through the open communication channel the registration center for the provision of the necessary information about the seller (TIN, address, name of organization or surname of the entrepreneur, and other public data provided for by the applicable standards). The recorded data is stored in database 2 and in fiscal memory 3 for the period agreed upon for financial information of this level.

The operational mass visual control can also be facilitated by a periodic change in the style of the print text on receipts 12 and 13, the color, sizes of receipts, and others available during visual inspection of characteristics.

Products sold in street retail and in the field of small services (selling ice cream, vegetables, tobacco products, paying for minibuses, etc.) have a relatively low cost and, as a rule, are not an object for processing reporting materials. However, if necessary, for example, when purchasing food products by the catering enterprises in the markets or when filing claims, the claimed method provides the possibility of processing reporting documents (receipts) on purchases.

To do this, the buyer requests an accompanying document on the open communication channel indicated on them, indicated on checks 12 or 13. This document confirms the nomenclature of numbers activated at the date of sale and the seller’s identification data (similar to the data provided on the account accompanying issued checks when registering sales using cash registers). You can get a supporting document both at registration centers 5, where this document, if necessary, can be certified, or via communication channels - fax or e-mail. For financial services of organizations that accept reporting documents, access to the corresponding fields of the database and through secure service channels can be provided. At the same time, their registration in registration centers is not required 5.

The compulsory limitation of the number and duration of checks 12 and 13 activated by the seller makes it easier, in relation to specific types of trade or forms of service provision, to detect during control operations violation of the rules for registering sales by third parties by using fake sets of checks. This is ensured by the difficulty of synchronizing the repayment of fake checks with the sequence of activation of issued checks. Therefore, taking into account the relatively small volume of revenue of an individual seller of small retail and market trading for the interval between the next activation of checks, the costs of making fake sets of checks with activated numbers cannot be financially justified.

Due to this, the requirements for the security of printed sets of checks against unauthorized reproduction can be substantially relaxed.

The range of denominations of sets 10 and 11 of checks 13 and 15 used at a particular trading place 16 is determined by the specifics of sales or services provided. For example, when using them on a fixed-route taxi and when the fare is equal to the nominal value of the issued banknote, it is sufficient to use sets of 10 or 11 checks of 13 or 15 of the same denomination, i.e. the registration process for the sale of a transport service from the point of view of the seller of this service does not differ from the use of the generally accepted ticket system.

The proposal allows, through the use of centralized fiscal memory, which, together with sets of tear-off numbered checks, the functions of a virtual cash register, to ensure full accounting of sales in street and industrial markets and in the provision of services to the public, for example, visiting teams, transport services, etc. This ensures an increase in the revenue of state and local budgets by accounting for revenue and strengthening control over the completeness and timeliness of its receipt in banks, payment of taxes and other revenues to the budgets of the Russian Federation in market and retail trade, as well as the completeness of accounting for income of individuals conducting market and retail trade involved in car delivery and the provision of services to the public. In addition, the proposal ensures a reduction in the criminality of the market and retail trade, due to the presence of unaccounted income.
