An aerial-high wind power plant consisting of a turbine-generator unit raised above the surface by an aerostatic shell of positive buoyancy in the form of a hollow horizontally located biconvex lens connected by flexible cable connections to winches fixed on the surface; in the central part of the aerostatic shell there is a through hole symmetrical relative to its vertical axis, where an electric generator is fixedly symmetrically relative to the longitudinal and vertical axis of the balloon shell, having two shaft outputs with turbines attached to each, and the upper ends of the flexible cable connections are attached to the edge of the oval bottom of the balloon shell and are located coaxially with the lower ends of the flexible cable connections with winches fixed on the surface symmetrically about its vertical axis, and the number of flexible cable connections with winches fixed on the surface is at least three, and the flexible cable connection consists of one or more flexible wires with insulation located around each wire, enclosed together in a shell, characterized in that each turbine is made in the form of concave semi-cylindrical blades, which are fixed at the ends by upper and lower stiffeners, which are made in the form of thin-walled disks, and the planes of the concave semi-cylindrical blades are located at an angle of less than ninety degrees to the lower stiffeners.
