Текстурированный электротехнический стальной лист, имеющий изолирующую пленку, не содержащую хром, отличающийся тем, что изолирующая пленка содержит фосфат и одно или более неорганических соединений, выбранных из неорганических соединений Fe, Ni, Co, Cu, Sr, и Мо, содержащих элементы металлов от 0,06 до 2,10 моль на моль этого фосфата (в расчете на ионы металлов). ! 2. Текстурированный электротехнический стальной лист по п.1, отличающийся тем, что неорганическое соединение Fe, Ni, Со, Cu, Sr, и Мо является одним из или более гидроксидом, оксидом, карбонатом, силикатом, и молибдатом. ! 3. Текстурированный электротехнический стальной лист по п.1 или 2, отличающийся тем, что содержит от 35 до 100 мас.ч. SiO2 относительно 100 мас.ч. фосфата. ! 4. Агент изолирующей пленки для текстурированного электротехнического стального листа, не содержащего хром, который содержит одно или более неорганическое соединение, выбранное из неорганических соединений Fe, Ni, Со, Cu, Sr, и Мо, содержащих элементы металлов от 0,06 до 2,10 моль на моль одного или более типов первичных фосфатов, выбранных из Al, Mg, Ca, Ni, и Со, в расчете на ионы металлов. ! 5.
