Одновременно при информационно - расчетном центре были созданы на базе микропроцессорного оборудования базы данных «Население, «Временно проживающие, «Квартиросъемщики, «Финансовый лицевой счет, «Субсиденты, «Пенсии, «Должники, «Арендаторы. При этом центр приема населения, в котором размещены автоматизированные рабочие места инспектора паспортного стола ДЕЗ и бухгалтера ДЕЗ по компьютерным сетям обратимо соединен как с паспортным столом районного УВД, так и с ДЕЗом, при этом по компьютерным сетям указанный центр приема населения соединен с информационно - расчетным центром (фиг.1). Поскольку информационно - расчетный центр получает от центра приема населения всю информацию, касающуюся проживающего на территории г. Зеленограда населения, а также всю информацию по нормам и тарифам коммунальных платежей, льготам и субсидиям, то по заранее подготовленной программе обсчета для каждого пользователя коммунальными услугами подготавливается и распечатывается квитанция, включающая все сведения, необходимые для расчета платежа с учетом льгот и субсидий, если они есть.
