A PRESENTE INVENÇÃO INSERE-SE NO CAMPO DO APOIO À DECISÃO E DA AVALIAÇÃO DO IMPACTO DOS PROGRAMAS DE INOVAÇÃO E CONHECIMENTO BASEADOS EM INVESTIGAÇÃO E DESENVOLVIMENTO TECNOLÓGICO (IDT) NAS ORGANIZAÇÕES, SENDO UM MÉTODO DE GESTÃO E DE AVALIAÇÃO DO VALOR CO-CRIADO POR ATIVIDADES DE INOVAÇÃO, DE INVESTIGAÇÃO E DE DESENVOLVIMENTO, CAPAZ DE IDENTIFICAR VALOR ECONÓMICO E SOCIAL, ATIVOS INTANGÍVEIS, ANTECIPANDO E MEDINDO EFICIÊNCIA E EFICÁCIA, E PERMITINDO ANALISAR CAUSALIDADES. O MÉTODO CONSISTE EM QUATRO PASSOS SEQUENCIAIS E INTERCONECTADOS: PRÉ-AVALIAÇÃO DO PROGRAMA AQUANDO DA SUA SUBMISSÃO, COM POSSIBILIDADE DE FAZER PRIORIZAÇÃO DOS PROGRAMAS; PONDERAÇÃO DO INCREMENTO ANUAL DOS INDICADORES-CHAVE DE AVALIAÇÃO DE DESEMPENHO PARA CADA ORGANIZAÇÃO; AVALIAÇÃO DO PROGRAMA NO SEU TÉRMINUS, COM POSSIBILIDADE DE ANÁLISES DE CAUSA-EFEITO; E AVALIAÇÃO DO IMPACTO DE TODAS AS ATIVIDADES DE IDT NO MÉDIO-LONGO PRAZO, COM UMA PERIOCIDADE DE 2,5-5 ANOS.
