A steel material for crude oil tanks that has both excellent uniform corrosion resistance in an upper plate of a crude oil tank such as a tanker oil tank portion and excellent local corrosion resistance in a bottom plate of the crude oil tank comprises a chemical composition containing, in mass pcnt , C: 0.03 pcnt to 0.18 pcnt , Si: 0.03 pcnt to 1.50 pcnt , Mn: 0.1 pcnt to 2.0 pcnt , P: 0.025 pcnt or less, S: 0.010 pcnt or less, Al: 0.015 pcnt to 0.049 pcnt , N: 0.008 pcnt or less, W: 0.005 pcnt to 0.5 pcnt , and Nd: 0.0001 pcnt to 0.010 pcnt , with a balance being Fe and inevitable impurities.
