The present invention discloses a dual function machine to reduce the size and moisture content of oil palm biomass namely oil palm empty fruit bunch, oil palm hard bunch, oil palm sterilized bunch, oil palm trunk, oil palm frond and any lignocellulosic materials e.g. kenaf, the dual function machine enabling a pre-treatment process to be conducted to produce short fibre length with size less than 15.24 cm (6 inches) and moisture content of less than 50%, wherein in operation, the dual function machine cuts and presses oil palm biomass via a combination of bladed taper cone, cutting knives, rib press cage and screen discharge disc.
