THE PRESENT INVENTION PROVIDES A TRAFFIC MANAGEMENT SYSTEM (100) FOR MONITORING AND PLANNING TRAFFIC HAVING ROADS AND TRAFFIC LIGHTS. THE SYSTEM (100) COMPRISES A MOTION-SENSING DEVICE (101) ADAPTED TO BE FUSED ON A SURFACE OF A ROAD TO DETECT A PASSING VEHICLE, WHEREIN THE MOTION-SENSING DEVICE (101) COMPRISES FOUR SCAN-BARS (207) ORIENTED APART IN PARALLEL AT A KNOWN DISTANCE BETWEEN EACH ADJACENT SCAN BAR (207), EACH OF THE SCAN-BARS (207) COMPRISES PHOTO-SENSING ELEMENTS ARRANGED ALONG THE LENGTH OF THE SCAN-BAR (207) IN LINE, EACH PHOTO-SENSING ELEMENT SENSES LIGHT INDIVIDUALLY; A TIMER (102) OPERATIONALLY RECORDING TIMINGS AS THAT THE PASSING VEHICLE PASSES EACH SCAN BAR; AND A SIGNAL PROCESSOR (103) FOR RECEIVING SIGNALS FROM THE MOTION-SENSING DEVICE (101) THAT ARE TAGGED WITH THE TIMINGS, WHEREIN THE SIGNALS ARE PROCESSED WITH AND PRESENTED IN A HISTOGRAM ILLUSTRATING THE VELOCITY AND ACCELERATION PATTERNS OF EACH PASSING VEHICLE. A METHOD OF MONITORING AND PLANNING TRAFFIC IS ALSO PROVIDED.
