SPECIFICALLY, THE PRESENT INVENTION PROVIDES A HIGH-STRENGTH HOT ROLLED STEEL SHEET COMPRISING A COMPOSITION INCLUDING IN MASS%: C: 0.03% TO 0.15%; SI: 1.5% OR LESS; MN: 0.5% TO 2.0%; P: 0.04% OR LESS; S: 0.005% OR LESS; AI: 0.005% TO 0.10%; N: 0.007% OR LESS; AND THE REMAINDER AS FE AND INCIDENTAL IMPURITIES, WHEREIN IN THE STEEL SHEET DIFFERENCE IN VICKERS HARDNESS BETWEEN A SURFACE LAYER PORTION AND THE CENTER PORTION IN SHEET THICKNESS DIRECTION THEREOF IS 50 OR LESS AND TENSILE STRENGTH THEREOF IS AT LEAST 590 MPA.
