A SUBJECT OF THE PRESENT INVENTION IS TO PROVIDE A GROUND PLATE FOR AN ALKALI SECONDARY BATTERY WITH A THIN PLATE THAT IS EXCELLENT IN A CHARACTERISTIC OF HOLDING ACTIVE MATERIALS.A GRAPHITE DISPERSED NICKEL PLATING LAYER OR A GRAPHITE DISPERSED NICKEL ALLOY PLATING LAYER IS FORMED ON A THIN STEEL SHEET. THE ALLOY PLATING LAYER, FOR EXAMPLE, A NICKEL-COBALT ALLOY LAYER, ANICKEL-COBALT-IRON ALLOY LAYER, A NICKEL-MANGANESE ALLOY LAYER, A NICKEL-PHOSPHORUS ALLOY LAYER AND A NICKEL-BISMUTH ALLOY LAYER ARE PREFERABLE. A SURFACE LAYER IS MADE OF THE NICKEL CONTAINING GRAPHITE OR THE NICKEL ALLOY CONTAINING GRAPHITE SO THAT AN IRREGULARITY SURFACE IS FORMED. THE PRESENT INVENTION CAN PROVIDE A GROUND PLATE FOR AN ALKALI SECONDARY BATTERY HAVING A CHARACTERISTIC OF HOLDING ACTIVE MATERIALS AND A BATTERY WITH THE GROUND PLATE.
