A system for monitoring and identifying vehicles in a plurality of parking zones, the system includes: a remote station in which vehicle reference identification details are stored; and at least one device for identifying a vehicle parked in one of a plurality of parking zones with which the device is associated, the device includes a housing formed and sized to be portable -in which it is housed: an input means for feeding entry identification details of a vehicle parked in a parking area in the device; a means of communication for sending the entry identification details to the remote station for comparison with the reference identification details and receiving the result of the comparison; a signal generating means for selectively generating a warning signal in response to the result; a synchronization means for synchronizing the duration during which the vehicle is parked in the parking area; a processing means to calculate a monetary amount for parking during the duration in the parking area; a means of display to display the monetary amount quota; and a means of monetary reception to receive the monetary amount quota.
  15. 15. A system according to claim 13 or claim 14, wherein the communication means is a wireless communication means.
  16. 16. A device according to the claim 13, claim 14 or claim 15, wherein the monetary receiving means includes a card reader means for reading information stored on a card and feeding it to the processor means to electronically accept the payment.
  17. A system according to any of the preceding claims 13 to 16 inclusive, wherein the input means includes a reader capable of reading a card device concealed in or on the vehicle in a wireless manner, the labeling device having the Vehicle identification details.
  18. 18. A system according to the preceding claims 13 to 17 inclusive, which includes a control center and a plurality of remote stations in remote locations associated with parking zones, each remote station that is in communication with the control center via a network of telecommunication to receive reference identification details and each device that is in wireless communication with an associated remote station.
  19. 19. A system according to claim 18, wherein the telecommunication network is a cellular telephone network.
  20. 20. A system according to claim 19, in which the reference identification details are downloaded by means of the SMS message system.
  21. 21. A system according to any of the preceding claims 16 to 20 inclusive, wherein the telecommunication network includes the internet.
  22. 22. A system according to any of the preceding claims 13 to 21 inclusive, wherein the remote station includes an alternative communication means for communication with other databases.
  23. 23. A method for monitoring and identifying a vehicle in a parking zone, the method includes: 14. A system for monitoring and identifying vehicles in a plurality of parking zones, the system includes: feeding identification details of a vehicle into a parking area; parking area in a portable device; transmit identification details to a remote station; compare the identification details of the vehicle in the parking area with the reference identification details at the remote station; selectively generate a warning signal in response to the comparison; synchronize the duration during which the vehicle is parked in the parking area; calculate a monetary amount quota for the duration; and receive the monetary amount fee.
  24. 24. A method according to claim 23, wherein the reference identification details are the identification details of stolen vehicles.
  25. 25. A method according to claim 23 or claim 24, wherein a database for storing vehicle reference identification details is provided in the device and the method includes updating the database periodically with reference identification details of the vehicle. the remote station in a wireless way.
