본 발명은 청구인이 발행하여 우편등의 방법으로 배달하고 피청구인이 지로 및 자동이체등으로 납부하는 현행의 공과금 시스템을 온-라인(및 오프-라인; 이하 같은)으로 피청구인에게 직접 빌링(Billing) 할 수 있는 TeleBilling 시스템을 통해 빌링에 수반되는 제반 업무를 획기적으로 효율화하고 이를 통해 빌링에 소요되는 비용을 혁신적으로 줄일 수 있는 시스템을 제공하는데 목적이 있다. 이를 실현하기 위하여 본 발명은, 전화, 전기, 수도, 가스 등 공공서비스를 사용함에 따라 정기적으로 공과금을 납부해야 하는 피청구인의 지정 장소에 TeleBilling 단말기(이하 단말기)를 설치하여 온-라인으로 청구인의 자동 빌링(Billing) 시스템 및 데이터베이스에 연동되어 지정된 날짜뿐만 아니라 피청구인의 요청에 따라 수시로 공과금 내역을 화면상으로 모니터링할 수 있고 공과금 청구서를 출력하여 직접 또는 온-라인으로 납부할 수 있는 TeleBilling 시스템을 통하여 공과금 청구서를 정기적으로 우편을 통하여 발송해야 하는 업무를 효율적으로 개선하고 공과금 청구서 발송에 따르는 제비용을 획기적으로 줄이는 효과를 얻도록 한다. 본 TeleBilling 시스템은 전화망(과 이에 가입된 전화)를 기본으로 온-라인을 구축하며, 전화에 가입된 피청구인의 모든 종류의 빌링, 즉 전화·전기·수도·가스 등 공과금 및 금융기관 결제 등에 적용할 수 있게 한다.The present invention allows billing to be made directly to the respondent on-line (and off-line) of the current billing system issued by the claimant, delivered by post, etc., and paid by the remittee by wire or direct debit.
