본 발명은 송신측의 부호화 시스템에서 채널의 요구에 양자화 스텝사이즈를 적응적으로 제어함으로서 전송 비트 레이트에 강하게 부응할 수 있는 비트발생을 제어기법에 관한 것으로, 이를 위하여 본 발명은, 양자화 파라메터의 산출된 비트발생율에 의거해 구해진 i번째 매크로블럭의 비례상수값과 지연된 이전 매크로블럭에서 구해진 다른 비례상수값에 의거하여 비트발생율 함수의 최종 비례상수를 계산하며, 양자화 파라미터 연산수단이 상기 최종 비례상수를 참조하여 양자화 파라메터를 연산하도록 함으로서, 영상의 사이즈에 관계없이 채널에서 요구하는 목표에 상응하는 비트레이트로 비트발생율을 적응적으로 제어하여 수신측의 복호화 시스템에서 복원되는 영상의 화질열화를 방지할 수 있는 것이다.The present invention relates to a method of controlling a bit generation that can strongly comply with a transmission bit rate by adaptively controlling a quantization step size in response to a channel request in a transmission system on the transmitting side.
