본 발명은 영상 신호를 일정 주파수 대역별로 분할하여 부호화하는 대역 분할 부호화 시스템에 있어서, 각 대역의 보호화되는 영상 정보를 일시 저장하는 버퍼의 저장율을 제어하는 버퍼 제어장치에 관한 것으로, 일정 대역의 현재 프레임 영상 신호와 움직임 보상된 영상신호와 차이 영상 신호를 양자화하는 양자화부; 이 양자화부로부터 제공되는 양자화된 영상 데이타를 런 길이와 레벨에 대응되는 코드로 가변 길이 부호화하는 가변 길이 부호화부; 가변 길이 부호화된 영상 데이타를 일시 저장한 후 고정 비트율로 전송하는 버퍼; 일정 대역의 현재 프레임 영상 신호와 움직임 보상된 영상 신호와 차이 영상 신호에 대한 에너지를 검출하는 에너지를 검출하는 에너지 검출부; 양자화부로부터 제공되는 현재 프레임의 시간축상의 바로 이전 프레임의 양자화 스텝 크기와 버퍼로부터 제공되는 이전 프레임의 비트 발생량 및 이전 프레임에 대한 목표 비트 발생량의 차이값에 의거하여 1차 양자화 스텝 크기를 연산하는 1차 양자화 스켑연산부; 에너지 검출부로부터 제공되는 차이 영상에 대한 에너지 크기와 1차 연산된 양자화 스켑 크기에 의거하여 비트 발생량에 대한 현재 프레임의 비례 계수를 연산하는 비트 발생 비례 계수 연산부; 비트 발생 비례 계수 연산부로부터 제공되는 현재 프레임의 비례 계수와 기산출된 이전프레임의 비례 계수에 기초하여 새로운 2차 양자화 스텝을 연산하며, 이 연산된 2차 양자화 스텝을 입력 영상 신호의 양자화 스텝으로써 양자화부에 제공하는 2차 양자화 스텝 연산부를포함한다.The present invention relates to a buffer control apparatus for controlling a storage rate of a buffer for temporarily storing video information protected in each band in a band division encoding system for dividing and encoding a video signal by a predetermined frequency band.
