종래 담배제조용 고기공 궐련지는 외산 수입품인 아마나 저마 또는 목재 펄프를 사용하여 제조하였으나 다음과 같은 여러가지의 문제점이 있다. 즉, 마섬유펄프나 목재 펄프는 전량 수입품이므로 비싼 외화를 지불하여야 할 뿐 아니라 목재 펄프는 섬유가 짧고 넓으며 고해도를 높힐때 끊어지므로 기공도를 높히기 곤란하다. 한편 마섬유는 길이는 긴편이므로 목재펄프에 비해 기공도를 높힐 수는 있으나 섬유가 비교적 굵은므로 초지시 섬유가 얽혀 궐련지에서 중요한 외관이 불균일하고 이에따른 기공도, 불투명도, 백색도, 인장강도가 불균일하게 되어 어느 한계 이상의 고기공 궐련지는 제조할 수 없는 문제점이 있다.Conventional cigarette-making meat ball cigarette paper is manufactured using the foreign imported linseed linseed or wood pulp, but there are various problems as follows. 이렇게 만든 칡펄프를 고해기를 이용하여 20분정도 고해하면 1시간 이상 고해하여야 하는 목재 펄프와는 다른 구조의 형태 즉, 섬유가 길면서도 잘 분산되어 기공도가 높은 형태를 갖는 지료가 형성된다. 이 칡을 이용한 펄프 단독 또는 타펄프와 혼합하여 일정한 농도로 희석한 지료를 사용하여 장망초지기에서 탄산칼슘과 같은 충전제 및 조연제를 혼합하여 초지하면 부드러운 양질의 고기공 궐련지를 얻는다. 이렇게 얻어진 칡펄프를 이용한 궐련지(27g/m2)의 기공도와 타펄프에 의한 궐련지의 기공도 대비는 다음 표와 같다.When the beet pulp is made to be beaten for 20 minutes using a pulverizer, it is different from wood pulp, which has to be beaten for more than 1 hour.
