③ 제3단계 : 송금인이 거래이행 진척도에 따른 승인 기준에 따라 상기 지급액의 일부 금액 또는 전체의 사용을 승인하거나 상기 제1단계에서 설정된 사용 제한 조건이 해소되는 단계
를 모두 거쳐야 상기 수취인이 상기 지급액의 일부 금액 또는 전체를 정상적으로 후속 지급에 사용할 수 있게 되며,
상기 제3단계에서 송금인이 상기 지급액의 사용 승인을 완료하지 않고 상기 사용 제한 조건도 해소되지 않을 경우는,
가) 송금인과 수취인이 환불 합의한 경우 상기 지급액 중에서 합의한 금액이 수취인의 잔액에서 차감되고 송금인의 잔액에 가산되어 송금인이 정상 사용 가능하게 되고, 수취인에게 남은 금액이 있으면 이 금액은 승인 처리되어 수취인이 후속 지급을 할 수 있게 되고,
나) 만약 송금인과 수취인의 합의하지 않는 경우 상기 제1단계에서 설정된 분쟁시 환불기준에 따라 중재인이 환불액을 결정하여 해당 금액이 수취인의 잔액에서 차감되고 송금인의 잔액에 가산되어 송금인이 정상 사용 가능하게 되고, 수취인에게 남은 금액이 있으면 이 금액은 승인 처리되어 수취인이 후속 지급을 할 수 있게 되는 것을 특징으로 하는 전자지급수단의 운영 방법A procedure for paying an electronic payment method in which the quantitative value is expressed in terms of an exchange value,
