상기와 같이 일반적인 고속도로나 자동차 전용도로의 경우는 중앙분리대를 중심으로 좌우측에 충분한 공간을 확보하고 있어 일조량을 많이 확보할 수 있는 장점이 있음에도 불구하고 지구온난화방지 및 탄소저감 대책의 하나인 태양광에너지의 효율적인 활용을 위한 태양광발전장치를 설치할 장소에서 배제된 문제점이 있었다.
상기와 같은 문제점을 해결하기 위한 것으로, 본 고안은 일조량 확보가 좋은 고속도로 및 자동차 전용도로 등 차도의 중앙분리대의 구조체 상부에 교행하는 차량의 전조등에 의한 시야를 확보할 목적으로 설치되는 차광판의 기능을 포함한 태양광패널과 전기장치로 이루어진 태양광발전장치를 겸비한 중앙분리대의 구조를 제공하여 지구온난화방지 및 탄소저감 대책의 하나인 태양광을 이용한 전기를 생산하여 환경을 보호하는데 목적이 있다. 또한, 신재생에너지인 태양광발전을 위한 장치를 설치하기 위해 산림을 회손 하거나, 농경지의 대체이용, 건물의 지붕 및 벽체 심지어 바다나 호수의 수면 위를 점유하는 등 다양한 장소를 개발하는 실정에 있어서 안전하고 충분한 공간을 확보 목적이 있다.
