Wherein when the base is screwed to the lower neck portion of the refill container, regulating means for regulating the screw engagement position of the base appropriately is provided.

Wherein the restricting means includes a first stopper formed on an outer peripheral surface of the engaging boss, and a second stopper formed on an outer peripheral surface of the lower neck portion.
19. The method of claim 18,
Wherein the first stopper is elongated along a longitudinal direction of the engaging boss, and the second stopper is formed at an upper end of the lower neck portion.
