A function activation unit for activating a short range wireless communication function according to execution of an application;
An information acquisition unit for acquiring workplace information from a tag located at a workplace of the user;
An information generation unit for generating the time and attendance information for the user by combining previously stored personal authentication information and the work place information; And
And an information transmitter for transmitting the time and attendance information to the time and attendance management apparatus.

And generating the time and attendance information by dividing the time and attendance into the work or the work leave based on the time information obtained from the work place information.
