본 발명은 누전차단기의 동작여부에 대한 확인을 전기가 인가되지 않은 상태에서도 가능하게 함으로써 사용전점검의 2중 방문에 의한 점검시간 및 인건비를 50%가량 축소시키고, 현장에서 누전과 동일한 상황을 연출함으로써 누전차단기 ZCT(Zero Current Transformer)회로의 정확한 동작여부를 확인할 수 있도록 하여 현장에서 다양하게 발견되는 이상 현상과 점검자와 피점검자 간 의견대립을 해소할 수 있으므로 사용전점검기관에서 사용이 절실한 다기능계측기이므로 산업상 이용가능성이 높다.
