건조된 혼합성상 폐기물을 접착제, 발수제, 난연제를 투입하여 혼합교반한다. 혼합된 혼합성상 폐기물을 판상의 성형틀(1)에 넣고 압축 성형하여 내심재(10)를 형성한다. 형성된 상기 내심재(10)의 양면에 접착제를 도포하고 일렬로 조립이 가능한 철판(20)을 접착한다. 철판(20) 접착 후 상기 내심재(10)를 형성하는 혼합성상 폐기물재활용원료 로부터 냄새가 유출되는 것을 방지하도록 상기 내심재(10)의 테두리를 판상의 몰딩(30)을 부착하여 밀폐시킨다. 이때, 몰딩(30)은 공지된 난연성 EPS, 난연성 실리콘, 난연성 발포우레탄으로부터 선택되는 어느 하나를 사용한다.
