An interior sheet manufacturing method comprises the steps of: preparing one of a multi-layered raw sheet made of cotton fibers and a raw sheet formed by stacking natural materials and resin on one surface of the multi-layered raw sheet in order; forming a coating layer(31) by applying at least one of incombustible and combustible coating materials on one surface of the raw sheet; forming a composition layer(34) by applying one of an incombustible or combustible adhesive composition and a water foam composition on the opposite surface of the raw sheet corresponding to one surface having the coating layer; forming a print layer(32) having various patterns on the surface of the composition layer; obtaining a laminate having a top coating layer(33) by applying a top coating composition forming a transparent film, on the print layer; forming a foam body by foaming the laminate; and embossing the foam body with an embossing carving roll with surface temperature of 50~200°C by a heating unit installed in advance.
