주지된 바와같이 현재 건축되는 거의모든 건축물에는 의무적으로 스프링클러장치가 마련되고 있으나, 소형의 건축물이나 대형건물이라도 지하에는 스프링클러장치의 설치가 이루어지지 않고, 특히 오래전에 지어진 건물에는 대부분 스프링클러장치가 설치되지 아니한 실정이다. 그러므로 이러한 장소에 유흥업소를 하고자하여 건물의 외부와 내부에 별도의 스프링클러 공사를 하려고 하여도 현실적으로 많은 어려움이 산재하고 있어서 스프링클러 설비를 할수없기 때문에 화재시에는 많은 인명피해와 재산피해가 발생될수 있다.As is well known, almost all buildings currently built are equipped with a sprinkler system, but even sprinkler systems are not installed underground even in small buildings or large buildings.
