NFC가 내장된 다종의 선거카드를 이용하여 투표 및 개표를 수행하고 선거결과를 전송할 수 있는 투표 및 개표장치에 있어서,
일측에 상기 선거카드가 투입되는 투입구, 상면에 형성되어 정보를 표시하고, 사용자가 기표정보를 입력할 수 있는 디스플레이부를 포함하는 본체;
상기 본체 내부에 구비되며 투입되는 상기 선거카드에 기록된 정보를 인식하는 인식모듈;
상기 인식모듈에서 인식된 상기 선거카드의 정보에 대응하여 투표모드 또는 개표모드 중 어느 하나를 선택하거나, 선택된 모드에 대응하여 상기 선거카드에 상기 기표정보를 기록 또는 상기 선거카드에 기록된 상기 기표정보의 수신여부를 제어하는 제어모듈;
상기 제어모듈에서 선택된 모드에 대응하여 상기 선거카드에 상기 기표정보를 기록하는 기록모듈; 및
상기 제어모듈에 선택된 모드에 대응하여 상기 인식모듈에 의해 수신된 상기 기표정보를 수신하는 수신모듈; 을 포함하며,
상기 선거카드는,
내장된 NFC에 의해 상기 인식모듈에서 인식되며 상기 투표모드를 실행하여 투표의 시작과 종료를 조절하는 관리자카드;
