복수의 통기공이 일정 패턴 형태로 형성되고, 그 중량이 20~50g/㎡, 두께가 0.19~0.27㎜로 형성되는 SMMS 부직포와, 상기 SMMS 부직포가 내측면에 위치하여 상기 발열체와 접촉하도록 상기 SMMS 부직포의 상면에 접합되고, 그 중량이 30~70g/㎡, 두께가 0.14~0.25㎜로 형성되는 PP 부직포를 초음파 접합 방식으로 상호 접합시켜 제작하고, 제작된 한 장의 상기 발열팩용 포장지를 접거나 두 장의 발열팩용 포장지를 겹친 다음 내부에 상기 발열체를 충진시킨 후 테두리를 초음파 접합 방식으로 일정한 접합 패턴으로 접합하여 형성하되,
