본 발명에 의한 메모리카드 우표(MCS, Memory Card Stamp)는 그림파일 방식의 우표도안과 전자화폐 방식의 결제정보를 포함하는 각종 정보가 저장되는 저장매체를 구비하고, 상기 저장매체 일면에 상기 우표도안과 상기 결제정보로 저장되는 액면가가 표시되어 리더기로 상기 우표도안을 읽어 프린터로 봉투나 스티커에 인쇄함으로써 우표로 사용되되, 사용될 때마다 상기 결제정보가 판독되어 액면가로부터 사용금액이 차감됨으로써 상기 액면가 한도 내에서 우표로 사용되는 것이다.
이때, 액면가는 메모리카드 표면에 각인을 함으로써 변형이 어렵게 형성할 수 있다.
상기 저장매체에 저장되는 정보는 그림파일 방식의 기념일부인 도안을 더 포함하여 우표로 사용될 때 우표도안과 같이 인쇄되게 할 수 있다.
그리고 상기 저장매체에 저장되는 정보는 상기 저장매체 일면에 인쇄되는 우표도안과 연관되는 사진과 음성 및 영상파일 중 어느 하나를 더 포함하게 한다.
그리고 저장매체 후면에는 저장매체에 기록된 정보를 담은 QR코드가 인쇄되게 구성할 수 있다.
그리고 상기 저장매체는 고유번호를 부여하여 위조를 방지함과 아울러 수집가치를 높일 수 있다.

이하, 상기와 같은 본 발명에 의한 메모리카드 우표의 기능들을 설명한다.
첫 번째로 지불수단의 기능이다.
지불수단의 기능은 현재 판매, 활용되고 있는 메모리카드(경우에 따라서는 고용량의 외장하드 또는 앞으로 상용화될 모든 메모리카드에 적용할 수 있다)의 모든 종류를 전자화폐 형태로 사용 가능하게 하는 것이다.
전자화폐는 메모리에 저장하는 IC카드형과 화폐가치를 서버에 저장, 카드와 같은 개인소유의 매체 없이 인터넷을 통해 전자상거래대금 지급에 이용하는 네트워크형으로 구분된다. 또한 카드형 전자화폐는 결제단말기의 통신방식에 따라 단말기에 삽입하는 접촉식과 단말기 가까이에 가져가는 것으로 결제가 이루어지는 비접촉식으로 구분된다.
지불방식에서 따라 이용대금을 미리 충전해 이용하는 선불형(pre-paid)과 이용대금을 사후에 정산하는 후불형(post-paid)으로 구분하기도 한다.
그러나 일반적으로 전자화폐는 화폐가치를 미리 충전해서 이용하는 선불형을 일컫는다.
주요 특징을 살펴보면 우선 국내 전자화폐는 외국과 달리 법률에 의해 기명발행을 원칙으로 하고 있으며 현금으로 최대 50만 원까지 충전하여 이용할 수 있다. 무기명으로도 전자화폐를 발행할 수 있으나 최대 충전금액이 5만 원으로 제한된다. 일부 국가에서 신용카드를 통한 전자화폐 충전이 가능하나 국내에서는 허용되지 않는다. 충전된 금액은 물품이나 서비스 거래 시 대금결제와 같은 상거래용으로만 이용할 수 있으며, 전자화폐의 위·변조 위험을 감축하기 위해 IC카드간의 가치이전은 금지하고 있다. 국내 전자화폐는 IC카드형으로 발급되고 있으며 접촉, 비접촉식이 모두 이용되고 있다.
전자화폐 방식으로 충전금액이 5만원으로 한정되나 국가 기관인 우정본부의 우표 발행이라는 특수한 경우에 그 금액이 상향 조정될 수도 있을 것이다.
본 발명에 의한 메모리카드 우표는 IC카드방식, 선불형(pre-paid), 무기명식, 폐쇄형(비충전식), 비접촉식이 적정하나 시스템의 환경에 따라서 그 유형을 달리 적용할 수도 있다.
본 발명에 의한 메모리카드 우표를 구입한 고객은 우체국 창구에서 메모리카드 우표를 제시하고 필요한 만큼 우편물을 발송할 수 있다. 우편요금을 지불한 만큼의 금액이 차감된다.
상기 모든 결재정보에 관한 사항은 메인서버에 의해 기록 관리할 수 있다. 그리고 잔금은 0원이 될 때까지 사용가능하다. 이를 위해 일반인들이 본 발명에 의한 메모리카드 우표의 잔액을 언제나 비접촉으로 확인할 수 있는 디스플레이장치를 우체국 창구에 설치하는 것이 바람직하다. 또한 온라인상에서 자신의 고유번호로 잔액을 확인할 수 있도록 할 수도 있다.

두 번째로 기념 및 홍보 기능이다.
정보화시대에 사는 우리에겐 아주 익숙하고 많이 사용하는 메모리카드가 존재한다. 필요하다면 방대한 양의 정보(64G 이면 700M CD 약 93장의 용량이다)를 담을 수 있다. 따라서 HD급 고화질 혹은 3D로 제작된 영화나 동영상과 같은 대용량의 정보를 저장하는데도 부족함이 없을 것이다.
팔만대장경을 저장하거나 훈민정음, 조선왕조실록, 직지심체요절, 승정원일기, 조선왕조의 의궤, 동의보감 등등 “한국의 기록유산”을 시리즈를 저장하여 본 발명에 의한 메모리카드 우표를 발행하는 것이 가능한 것이다.
나아가 아름다운 대한민국을 담은 관광 정보를 저장한 메모리카드 우표를 만드는 등 21세기적 방식으로 문화를 새로운 시각에서 디자인하고 기록한다면 상당한 경제적 효과를 기대할 수 있을 것이다.
이외에도 본 발명에 의한 메모리카드 우표를 기념 및 홍보용으로 활용할 수 있는 분야는 무궁무진하다.

세 번째로 우표수집 가치기능이다.
아무리 좋은 우표발행의 기획이라도 우표수집가들이 외면한다면 실패할 수밖에 없다.
우표수집가들의 눈은 예리한 심미안을 가졌기 때문에 발명이라는 차원에서 보면 그리 대단하지 않은 것이라도 수집가치 척도라는 측면이나, 우표수집가에 대한 마케팅 부분에서는 대단히 중요할 수 있다.
그러므로 기존 우표에 있는 모든 우표수집의 가치를 본 발명에 의한 메모리카드 우표에 적용한다.
그 일환으로 우선 우표의 얼굴인 천공을 꼭 삽입해서 우표도안을 디자인한다. 천공은 우표에 100여 년 넘게 사용되면서 우표의 대표적이 이미지가 되었기 때문이다. 상기와 같이 우표도안을 한 다음 저장매체 표면에 인쇄하여 외관적 가치를 부여하는 것이다.
이후 희소가치를 부여한다. 이는 본 발명에 의한 메모리카드 우표마다 각각 고유번호를 부여함으로써 달성할 수 있다. 이와 같이 부여된 고유번호는 전자화폐 기능으로 우체국 창구에서 우편물 대금으로 결재할 때 고유 ID로도 사용이 가능하다. 이러한 고유번호는 저장매체의 전면이나 후면에 각인할 수 있다.
그리고 증정시트와 같이 특수한 목적으로 발행되는 경우 발행취지나 목적을 저장매체 표면에 같이 인쇄한다.
판매방식도 우표의 상품 가치를 배가시킬 수 있는 점을 고려하여 전 세계에 우표수집가를 대상으로 하여 경매방식으로 판매한다.
경매에 낙찰된 우표는 경매참가자의 선택이 있을 때(경매 낙찰 결정시 선택) 2차 비닐 포장 위에 낙찰자의 이름이나 낙찰금액을 인쇄하여 공급한다.
이는 경매에서 낙찰받는 본 발명에 의한 메모리카드 우표가 모두 수집용으로 판매되는 것이므로 낙찰가를 케이스에 기록함으로써 그 가치를 공식적으로 인정해주는 것은 물론이고, 액면가격보다 비싼 메모리카드 우표를 굳이 우체국에서 우편요금으로 사용하지 않고 소장할 거라는, 소비자 심리를 읽는 마케팅의 한 방법이라 할 수 있다.
수집가치 향상을 위해 포장방법 또한 하나의 중요한 요소이다. 따라서, 가치를 높이기 위해 포장은 3중 포장을 할 수 있다.
1차 포장은 투명 플라스틱케이스에 본 발명에 의한 메모리카드 우표, 어댑터 등을 담는다. 그런 다음 도 16과 같이 케이스 위에 우표 고유번호를 인쇄한다.
2차 포장은 투명 플라스틱케이스를 비닐로 완전 진공포장을 한다.
3차 포장은 메모리카드 우표를 상품으로 판매하기 위한 마지막 포장이다. 도 18의 예시와 같이 기념주화를 포장하듯이 고급스러운 케이스로 포장을 하는 것이다.
수집가치 향상을 위해 기념일부인을 같이 발행할 수 있다.
우표수집의 한 분야로 새로운 우표가 발행되면 초일봉피(우표가 발행되는 첫날 우표를 붙이고 기념일부인을 날인한 봉투)를 만들어 수집을 한다.
초일봉피나 기념일부인 수집가들을 위하여 본 발명에 의한 메모리카드 우표발행일에 도 6과 같은 형태의 기념일부인을 제공한다.
아무리 편리한 첨단의 방법이라도 기존의 우표수집 방법에서 멀어지면 수집가들의 혼란과 더불어 수집을 포기할 수도 있기 때문에 기존의 우표수집 형태를 유지해야 한다.
현재 사용되는 기념일부인은 우표가 발행되면 봉피(봉투)에 우표를 부착하고 우체국에 비치되어있는 그림형태의 원형 고무인을 날인하는 방식이다. 그러나 고무인이 정교하지 않아 날인하는 사람들의 능력에 따라 도 5와 같이 날인되는 기념일부인이 명암이 다르게 된다.
그러므로 본 발명에 의한 메모리카드 우표는 발행방식도 다르듯 기념일부인도 다른 모양, 다른 방법으로 제공한다.
상기 기념일부인은 메모리카드 기념일부인, 통신일부인, QR코드와 같이 묶어 제공할 수 있다.
기념일부인은 기존에 둥근형태가 아닌 많은 정보를 보여줄 수 있는 직사각형태로 만든다. 이 기념일부인은 기념일(7-10일 정도)이 만료되면 전자적으로 누락되어 인쇄되지 않는다.(사실 우표수집가들은 초일 이외에는 그리 가치를 두지 않는다.)
통신일부인은 기존에 통신일부인을 따르고 있으나 도 7과 같이 날짜 밑 부분에 결재금액이 표시되게 할 수 있다. 모양을 기존에 통신일부인을 유지하는 것은 본 시스템은 디지털이지만 아날로그적인 면을 유지하기 위해서이다.
QR코드는 스마트폰 사용자들의 편리성과 메모리카드 우표에 대한 정보의 디지털 저장이라는 데 그 주안점이 있다. QR코드에 저장되는 내용으로는, 우표의 명칭, 발행일, 메모리우표의 고유번호, 거래일자 및 시간, 결제우체국, 결제 단말기번호, 거래금액, 거래 후 잔금, 메인컴퓨터용 처리번호, 홈페이지, 기타 필요한 정보가 될 수 있다.
상기와 같이 만들어진 기념일부인은 도 8과 같이 두 가지 형태로 출력할 수 있다. 첫 번째로는 봉투에 직접 인쇄하는 방식으로 보통 프린터 가능한 두께 봉투까지로 한정된다. 두 번째로는 스티커에 인쇄하는 것으로서 보통 봉투가 아닌 소포나 택배처럼 형태로 보아 프린팅을 할 수 없는 곳에 붙일 수 있다.
이러한 기념일부인 출력 시스템 현재 시판되고 있는 흑백 레이저 프린터를 보완하면 사용이 가능하다.
