A method for forming green tires is provided to allow formation of green tires using a rigid core, and to avoid turn-up work of the end of carcass, while preventing bead clusters from escaping from the end of a carcass. A method for forming green tires comprises a step of disposing an inner liner(1) on a drum, a belt and tread rubber on a tread section, sidewall forming rubber on a sidewall, and bead clusters on a bead section. In the method, a first layer of bead wire clusters(2) is disposed on the bead portion outside the inner liner in such a manner that the first layer of bead wire clusters is divided. Also, the carcass(3) is disposed outside the first layer in such a manner that the carcass compresses such divided portion and the divided portion(21) between preliminarily installed wire clusters is filled with a part of the carcass. Then, a second layer of wire clusters(4) is disposed outside the carcass in such a manner that the dented portion of the carcass is filled with the second layer of wire clusters and the end of the carcass is coupled in zigzag pattern to the bead wire clusters. Further, a third layer of wire clusters is disposed at the outside of the second layer, and a steel chapper is disposed outside the bead portion.
