Abstract
PURPOSE:To complete the transmission of a dynamic picture within one picture displaying period by interleaving a line to fetch and scan the differential information of the picture by a value corresponding to a transmission rate. CONSTITUTION:A video signal, after being digitized by an A/D converter 1, is stored alternately in frame memories 3, 4 through a frame memory switcher 2. In an interframe differential buffer 5, the different kinds of information of two pictures are stored. In a difference decision circuit 7, when the difference between the frames is larger than a definite value, it is decided that a scene is being switched between the frame memories 3, 4, and the contents of the frame memory corresponding to the new scene is sent to an encoder 9. When the difference between the frames is smaller than the definite value, it is decided to be the difference in a usual dynamic picture level, and the interframe differential buffer 5 is scanned by a differential buffer scanner 6 by an interleave value based on the value of a transfer rate setting mechanism 11.
